V/H meter is used to measure the image motion speed on image surface of aerial remote camera in exposure time. This paper discussed the V/H meter based on area CCD in detail,including system scheme ,theory,algorithm and simulations. The real-time V/H measurement of aerial remote camera was solved and then the pixel resolution matching problem between CCD of V/H meter and CCD of aerial remote camera was be solved.At first,the research status of CCD and V/H meter were introduced, the effect of V/H value on image motion compensation for aerial remote image was stated,then the necessity and urgency for real-time,effective,accurate measurement in V/H meter were discussed.The main problem and key technology were presented.The noise source and types were introduced and several filtering methods were discussed.The traditional and non-traditional stochastic resonance theory was explained in brief, the filtering method based on suprathreshold stochastic resonance to aerial image was presented, the approach,step,optimization and simulation of the algorithm were introduced,and a type of fast golden section search algorithm was presented to search the maximum peak signal-to-noise ratio in the filtering ,the algorithm speed of the filtering was enhanced.Through comparative experiments of different filtering methods and different noise intensty,it was concluded that the best result was from the filtering method based on suprathreshold stochastic resonance,especially in Strong noise environment,and it’s ability to suppress noise and robustness were better than other filtering methods.The pixel resolution matching problem between CCD of V/H meter and CCD of aerial remote camera was be solved by interpolation method of subpixel on B-spline curve and the efficiency was be proved through simulation.After filtering,a new method to measure image motion of CCD was presented by Cross-correlation function and gray scale projection algorithm.The theory ,step and simulation of the algorithm were introduced in detail.The conclusion was drown through experiment that the accuracy of the V/H meter was 2.5% .
