The Social Welfare and Reemployment Protection System (SWARPS) for Chinese athletes is a special occupational program provided by the nation for those who are engaged in elite athletic training as a occupation. This program is established by the state in considering of the national, community, and individual interests in a holistic perspective. It is an important part of the overall national social welfare protection system.Not only can a sound SWARPS optimize the state resources efficiently, but also legitimately guarantee the athlete’s rights, promote the talent flow of athletes among teams, and optimize the structural functions of competitive athlete training system to maintain a sustainable development of sports in China. This study has used the methods of a meta-analysis of historical documents, expert’s assessment, field surveys, comparative analysis, and policy analysis to study the SWARPS development since the founding of the People’s Republic of China. The results of this study can be summarized as follows.The SWARPS development in China can be categorized into four stages in accordance with the context of major socio-economic transformation stages in China. Numerous waves of the government’s policies and regulations have been promulgated along with an emerging new socio-economic era.Many athletes lack of awareness and understanding of the SWARPS that are already in place, indicated from the surveys conducted in this study. The actual funding of the SWARPS differs greatly by unbalanced economic development regions in the country.The operation and implementation of the SWARPS differs greatly at the local government level due to various reasons. There is a great gap between the designed policy intention and the expected result of implementation due to a lack of enforcement mechanism tying the SWARPS with the overall sport system development.To maintain the continuity of the effective SWARPS, this study has proposed numerous devices:open and transparency, staged reforms with a set of attainable goals for each, and uniformed legislation of the SWARPS in the nation, establishment of the SWAPS agency, and expanded and equalized sources of the national SWARPS fund across different sports.
