The work for the construction of innovation team in colleges and universities is a strategic move of the state and local governments in the knowledge innovation, the interdisciplinary research and the talent cultivation. In recent years, the innovation teams in colleges and universities have been growing and have effectively promoted the technological innovation, the scientific technology development and the talent cultivation in our country, and it becomes an important component of China’s science and technology innovation strategy. However, there is a series of problems appeared. There are some urgent problems that need be solved by the scientific research management departments at all levels, such as how to measure and evaluate the performance of innovation teams scientifically, how to improve the innovative ability of the innovation team effectively, how to build a scientific research innovation team with strong innovative ability, full of research and development vigor, high level performances.The main research objects are that analyze the influence factor of performance and the construction of evaluation system in scientific research and innovation teams by using system analysis. Based on a number of domestic and foreign relevant research literature, the influence factors and scientific evaluation performance of innovation team in colleges and universities systematically have been explored and researched mainly through the experts interview, questionnaire survey, factor analysis, correlation analysis and hierarchical regression analysis.Firstly, based on the systemic characteristics of innovation team in colleges and universities, and "input process output"(IPO) model proposed by McGrath as the theoretical foundation, the study makes empirical research on the performance influence factors of innovation teams in colleges and universities and build conceptual model of them.Secondly, the study samples have come from 43 innovative teams from 8 colleges and universities in Tianjin relying on the provincial and ministerial key laboratories, engineering centers, key research base platform. The influence mechanism of the innovation team in colleges and universities has been made empirical analysis from the three aspects of leadership, team climate and group potential.Thirdly, with the use of survey data, the paper has empirical study on the validity and applicability of performance evaluation system of innovation team in colleges and universities based on leadership and group potential.Finally, by the analysis on the actual evaluation results for innovative abilities of 18 colleges and universities‘ innovation teams from the study sample, based on the factors of leadership, team climate and group potential, the effective promotion path and strategy of innovation team performance have been formulated.Through the above research, the main conclusions of this research and innovation are as followed.First, the influence factors of innovation team performance in colleges and universities based on system perspective have been analyzed, and the conceptual model of performance influencing factors of innovation team in colleges and universities has been constructed. Based on system analysis theory, the innovation teams in colleges and universities are regarded as a social innovation system. Through in-depth analysis,the performance of innovation team in colleges and universities is the common effect of many aspects such as the team member individual factors, team factors, environmental factors and team interaction process in the three connections of "input" and "process" and "output" of this system. The main influence factors of the performance include the leadership factors that reflect various leadership ability of team director, the team climate that reflect the perception of team member on work environment, and group potential that reflect on the work ability of the whole team. The study will combine process and output, individual and group, potential aspect and evidence, and focuses on the internal team and multiple interaction effects in the process of innovation. This research improved the limitation of analysis based on single results or task in the past. This system shows intrinsic influence relation of leadership, group potential, innovation atmosphere and team performance and team satisfaction of innovation in colleges and universities.Second, the research has deeply analyzed the revealed the internal mechanism influenced by the performance of innovation team in colleges and universities. Through surveys and data analysis, this research has figured out that different types of leadership have different influence on the process of team innovation and performance. 1.The transactional leadership and transformational leadership influence the team‘s work satisfaction and innovation performance in different aspects, and have an impact through other aspects like innovation atmosphere. Both of the two kinds of leadership have a positive effect on the team‘s work satisfaction and innovation performance. 2. The team‘s work satisfaction and innovation performance are influenced by the group potential that has played a positive role vice versa, in the process of which transactional leadership plays a regulatory role: the more qualified the transactional leadership is, the stronger effect the group potential will have on the team innovation 3. The innovation atmosphere served as an intermediary in the relationship of leadership, the team‘s working satisfaction and innovation performance. The transactional leadership has a negative correlation with the innovation atmosphere, while transformational leadership has a positive one.Third, the performance index evaluation system of innovation team in colleges and universities has been constructed based on leadership and group potential. And this research used the empirical study to analyze the validity and applicability of the evaluation system. This system mainly includes some evaluation dimension such as the existing team achievement, team scientific research foundation conditions and environment, team influence, team leadership and team group potential. This evaluation index system emphasizes the organic integration of performance between individual and team, stresses the innovation motivation, the innovation efficiency and the intrinsic mechanism of innovation power generation. And the system concerns team structure and innovation process and other various influence factors.
