As the name suggests, provincial universities is the competent provincial people’s government of the institutions of higher learning. Compared with the national key universities, provincial universities plays an irreplaceable role in cultivating professional talents, supporting local development, and increasing in services such as local economy. At the same time, provincial universities also have many characteristics, such as large quantity, small size. These characteristics lead large difference in gaining economic resources. So provincial universities developt slower or even stagnation. The research of provincial university scientific research competitiveness can guide to consolidate and develop their own advantage discipline, improving the efficiency of the use of limited resources. And then, obtaining more resources for the universities. To fan out from point to area, provincial universities could promote the education quality of the whole progress, and provide better service to the society.Firstly, this paper discusses the basic connotation and characteristics of the scientific research competitiveness of provincial universities. Introducing the theoretical foundation of competitiveness of provincial universities, including the evaluation of knowledge theory, strategic management theory and the scientific research competence. Then we evaluate the model of competitiveness in scientific research in university. Through the in-depth interviews and questionnaire survey of universities in Liaoning province, we found the current status of the scientific research competitiveness of provincial universities and the existing problems. Compared with the Ministry Key Universities, scientific research competitiveness of provincial universities is relatively weak as a whole. The level of scientific research award is low, less authoritative journals, lack discipline leaders, to further strengthen the scientific research environment.In accordance with the general university ranking system of evaluating indexes, paying attention to theaddition, it is easy to think that the scientific research competitiveness of provincial universities is nothing. In the study, however, we found that many provincial universities have strong scientific research competence in some advantages and characteristics of academic disciplines. They reflect strong momentum of development, serving for local economic and social development achievements. At the same time, they reflects the very big promotion space in scientific competition potential. Based on the above reasons, this paper selects the "scientific prowess" and "research potential" as the first grade indexes. Through the two factors, we can find the scientific research competitiveness of the provincial universities. After confirmatory analysis and adjustment, we selected the main factors that affecting the two first level indicators. The"scientific prowess" include scientific research achievements, the income of scientific research, scientific research plat form, the incomeenvironment for scientific research and scientific research team. The "potential of scientific research" is the dynamic evaluation of the factors that affecting the strength of "scientific research". Determining these factors, we need to fully consider the scientific research competitiveness evaluation in provincial univercities, focusing on the domestic front academic gap, comparing advantage,territorial benefit and radiation ability, which are different from general university rankings evaluation index. After determining the impact factors, we applicate of AHP method to calculate the weight of each index, and adopt the consistency test. Finally we construct the competitiveness evaluation system of scientific research in provincial universities.After constructing the evaluation system, we selected five provincial universities, which can represent the characteristics of universities in Liaoning province. We determined discipline as the basic assessment unit, that carried out15subjects for participating in the empirical study. Through the questionnaire, we obtained the achievements of participating subjects in nearly five years..Through the analysis and evaluation, we calculated the results. Through the comparison between the internal discipline of provincial universities, we identified the advantages of disciplines, found the gap between the dominant subject and other subjects. Then it indicates the direction for the future development of provincial universities. In addition, we also carried out a comparison study between the dominant subject in different universities. It can find out the problems of their advantage subject itself, mutually to make up their deficiencies. It will help the advantage discipline construction in depth. The results of dynamic equation method is campared to Wu Shulian’s new subject comparison. It illustrates the difference and connection between the two evaluation esults.Through this study, we can evaluate the scientific research competitiveness of provincial universities objectively. We also can find the advantage disciplines. This result reflects the inter disciplinary scientific research ability and scientific research potential. It will provide advice for the construction of advantage disciplines in provincial universities. It can promote the further implementation of the new national innovation strategy.
