It has been a long dream for the Chinese nation to realize modernization of education. During the last ten decades, school moral educational system, an important part of educational system, has changed according to the different status of educational modernization in different stages of history. The Guidelines of National Medium-and Long-Term Plan for Education Reform and Development (2010-2020)(short as Guidelines of Education), proposed in2010, states clearly the strategic goal of realizing educational modernization by2020, marking the educational modernization has become the national strategy and also brought new challenges for school moral education. To establish modern educational system is a necessity to realize the modernization of education. School education is people-oriented, and moral education should be put first among all others. Therefore, to establish modern school moral educational system is the key issue for a modern educational system.Modern education ideas are the key requirements for a modern educational system, modern educational system being the important guarantee, modern teaching materials being the basic requirement, modern teaching methods being an important foundation, and education internationalization being the significant symbol. To realize the modernization of education requires a lot to be done. The exam-oriented education should be replaced by a quality-oriented education, establishing the concept of all-round development, diversified success and life-long learning. Modern educational system adjusts with economic and social development, and modern school systems connected with modern social governance system should also be established. It is necessary to update teaching materials and knowledge inheritance system, to promote education digitalization and to bring forth new educational methods. The education internationalization should be improved, learning advanced educational ideas, materials, and methods. The enhancement of teaching ideas, systems, materials, and methods has a huge influence on the goal system, content system, and methodology of school moral education.There are five principles we must hold in the process of establishing modern school moral system. The first is principle of directionality, which is to answer the questions,"who is to be educated?" and "whom to educate for?". The second is principle of adaptation, which is to help the adaptation of modern school moral education. The third is overall principle, which is to connect the goal and material of moral education in different stages. The fourth is scientific principle, which is to make sure the selected elements of moral education in accordance with laws of education and physical and mental development of students. The last is operable principle, which is to ensure the acceptance and improvement of students. The main frame of modern school moral educational system consists of closely-connected goal system and content system, which are both scientific and innovative, working system which is flexible and efficient, and environmental system which is optimized and united.The goal of moral education influences the guidance, regulation, and control of the process of moral education for the whole school. Therefore, the physical and mental characteristics, cognitive abilities and current thought of students at different stages should be taken into consideration. In the meantime, different goals at different stages should be set, combined with the ultimate goal. At every course on the way of realizing moral education goals, not only should we develop the guidance and insurance of general goal, but also specific goals are needed to play a part in selecting, inspiring, and evaluating. The goal system of moral education is the banner for moral activities and the criterion for evaluating the effects, which is not changeless but improved with the development of times and society.The content of moral education is the embodiment and materialization of its goal. It has political nature and is determined by the school-running orientation and teaching objectives. The school moral educational system is an open one; thus different contents are required at different stages of history. Those contents should be derived from practice, which is supposed to be profound but also vivid and colorful. Ideological and moral education is the core content of modern moral education, which calls for relentless education of belief, patriotism, and ethics. It’s a great responsibility to guide the codes of conduct, so that law education and mental health education should be continued and art education be incorporated. It is a historical mission to advance and enrich the traditional culture. In the process of educational modernization, traditional culture education should be put into more focus and continued throughout the whole school education, in case of excellent traditions being discarded. Innovative education is the demands of time for moral education at contemporary schools, which should be incorporated into the moral education course as an important element of moral education. The innovative abilities have already become the drive for national improvement and prosperity.Working system of moral education ensures the implementation of goals. We should update education ideas, always put moral education at a primary position, regard all-round development of students as the fundamental principle for school moral education, and take innovative spirit and practical ability as an important responsibility. We should bring forth new methods of moral education, and based on the reality of target students, create thoughts with modern ideas and values, to make sure it reflects, promotes, and guides development of moral education science. We should broaden the ways of moral education, and intensify the effects of moral classes as the main method. Healthy campus culture should be constructed. In the meanwhile, internet should be utilized to carry out moral practice. We should improve the mechanism of moral education, forming effective leading, managing, warning, and safeguarding mechanism. We should improve team construction. Teachers in charge of a class, instructors and teachers of moral courses, all of those staff should improve their political quality and professional quality, and also their status and payment should be solved accordingly.At contemporary society, economic, political, and cultural environment, especially web environment, play a vital role in the effects modern moral education, which is systemized. The relationship between modern school education, home education, and social education should be tackled properly, to form a harmonious environment and united force of the whole society and to care and support the healthy development of teenagers.
