Moral, education and university are indeed and directly related to culture from the perspective of structure or process. Therefore, These judgments, such as "college moral education has the attribute of culture","college moral education should respect and follow the cultural attribute","cultural approach is ought to be the choice of the promotion and development of college moral education", are established in logic. But the reality is that long-term since the cultural attribute of the college moral education gradually decline in the moral education practice in China due to shadowing. This situation is mainly due to erosion by political generalization as the representative of the tool rationality to the cultural attribute of college moral education. So the focus of this study is not a proof of existence of the cultural attribute of college moral education, but on reflection and examination of existence and development approach. Or, this paper is a study of the loss and return of cultural attribute of college moral education, at the same time, to explore the rationality and superiority of cultural approach to implement the political attribute of college moral education.In this paper, the concept of moral education means the moral is essential meaning and others substance is admit., namely, the core and foundation of moral education should be the moral education, but the ideological and political education do not be ruled out. Definition of culture tends to narrow sense, referred to spirit of ingredients and process what abstracted from philosophy, art, religion, language, logic, natural science and other knowledge of humanities and social science, people’s ideology, way of thinking, behavior, lifestyle, customs, the system of education, culture and social organization, as well as the mental and the spiritual elements in the historical development of awareness of the process.The main structure of the article gives arguments from the following four aspects: First of all, the cultural existence of human should be the logical starting point of moral education. Cutting down from the practical low effectiveness of moral education, separating from the phenomenon the truth that the essence of education and human is shaded by instrumental rationality and utilitarianism, together with the magnifying political phenomenon in the traditional moral education theory and practice, the article discriminates the misunderstandings existing in Marx’s statement that "realistic people" ought to be the logical starting point of moral education and puts forward the starting point should be the cultural existence of human, then makes theoretical and realistic arguments for this. Second, the paper is aimed at the dynamic foundation of the cause, existence, and development of the college moral education. Second, the article is pointed to the situation that our college education faces the rupture of traditional cultural and instrumental value tropism, in the unity of history and reality. Third, the paper, based upon the generation mechanism of moral education in university, the morphological characteristics of the different stages of development. Last but not least, the article points out the regression road hidden in the loss of instrumental value and culture return in our college education. Based on the magnifying political phenomenon and the historical causes of college moral education since the foundation of China, by examining the changes of state function, and culture increment in the new trend of modern politics, the article demonstrates that the ideological function of college moral education can be optimized in the regression road for culture return.According to the cultural attributes, the integrity college moral education should adhere to includes the unity of the complete value and cultural tolerance, the harmoniousness of rationality and humanity, the compatibility masses consciousness and elite spirit.
