Physical ability, as the power base of all human life and activities and target behavior, draws public attention in the field of sports training and fitness. While, primary andsecondary schools as critical stage of an individual lifetime physical ability development, carry the function and task of the development and decision. Aiming at the promotetheory and practice of secondary school students’ physical fitness, many domesticscholars study it from different respects, but there are still these deficiencies:(1)Theoretical construct is not systematic, the lack of introduction of advanced theoreticalbasis, not conductive to physical fitness to promote the function of theoretical science toguide practice.(2) Organization when the contents are Organized, The main line is stilllearning segment. They do not really extracted the main line of the physical developmentof the "sensitive period", not conducive to the embodiment of the Subject knowledge andcourse content logical hierarchy.(3) Practice methods and means are still at the level ofthe auxiliary exercises in athletics and sports, Ignore the positive role of the newcurriculum resources and equipment to the promote process, and are not conducive toimproving the effect of physical fitness promotion and physical education. For this reason, I use many ways such as literature, theory method, interview, case studies, teaching experiments and mathematical statistics method. I modify andimprove to promote the theory of primary and secondary school physical, developpromotion practices for middle school students. Do empirical research on a case of thepractice program. The results are as follows:1. Primary and secondary school students’ physical fitness promotion theoryimproved in the study is based primarily on physiology, psychology, biomechanics, motordevelopment, physical training, sports and health curriculum standards. It is based on theidea that an innovative concept of the modern physical training and SPARK curriculumideas. Ways and means of modern physical training is used as the methodological basis. Itmainly includes five parts: the principle of physical ability to promote, the value ofphysical fitness to promote, the basic content of physical ability to promote, the measureand effect evaluation of physical fitness to promote. It is the theoretical foundation and basis of physical ability promotion practice programs design and implementation in thisstudy.2. The content organization theory of the physical ability promotion is constructedin this study is the main line of the sensitive period of physical quality development. It iseasier to reflect the subject knowledge of vertical and horizontal logic level.3. An effective strategy for promoting students’ physical health is formulatingspecific physical practices in the primary and secondary school physical promotingpractical level, making full use of the sensitive period, using the form of division practice. They are also new ideas for achieving the level of learning objectives in the "PhysicalEducation (and Health) curriculum standards”.4. In the practice process of promoting the primary and secondary school physical,First, pay attention to the subject knowledge and practice methods of synchronizationteach; Secondly, we must pay attention to the balanced development of body structure andfunction of various parts. Finally, we need to pay attention to take full advantage of thephenomenon of transfer between physical fitness, adopt and design fully staffedfunctional action, Let the body be developed in line with its own functional structure ofthe environment.5. Part of the philosophy and methods of physical training through thetransformation of migration of the training concept in the teaching of sports-school-basedtraining methods and means, are feasible and effective to introduce to the PE teaching inprimary and secondary school.
