On The Construction Of Value Idea Of Social Security In Contemporary China

The social security system of a country includes value idea, system arrangement, and practical operation among which, value idea is the essence and soul. Excellent and advanced value ideas are the basic guides for system arrangement and the operation of practice. Chinese social security system is in the stage of rapid growth and development, which means the construction of the value ideas with Chinese characteristics is both theoretically and practically significant in guiding the scientific establishment and the healthy operation of our social security system.This paper comprehensively and systematically studies on the value ideas and the construction of them. Therefore, the second chapter of the paper first explains the concept of social security value ideas in general. And then it analyzes the connotation, characteristics and functions and necessity of the construction of the value idea of social security. The third and the fourth chapter start with the present situation of social security in our country, and analyzed the problems and dilemmas of the social security and value ideas from the two levels of system and concept. The paper points out that the basic tendency of the current study in Chinese social security is “Western centralism” research model which means to give priority to technology,economics, economic deterrence, transplanting while ignore the importance of values, ethics,priority of equity, cultural template and construction.The fifth chapter comprehensively studies on Marxism social security thoughts and its’ contemporary value. It is believed that Marxist social security theory provides a theoretical guidance for the social security in China, and itself is the important content in the establishment of the social security in our country. In order to construct the value ideas system of social security in China, the guidance position of the Marxist doctrine and the ideological perspective must be kept.Meanwhile the discourse system of “western centralism” must be avoided and the western social security theory should be “abandoned” so as to absorb the essence of Chinese excellent traditional culture.The sixth chapter analyzes the evolution of the value ideas of social security in our country based on its historical evolution. Paper points out that value ideas of social security in our country are experiencing the positive evolution from subordinate to independence, from instrumental rationality to value rationality, from the function of social control to civil rights, from spontaneousto consciously,from single to multiple, from the ruling by men to ruling by law, from support to empowerment, from management to governance. This transmutation shows that China shouldn’t seek for solutions to difficulties from Capitalist civilization for our social security. The only way is to base on the practice and historical evolution logic of China to figure something out.The seventh chapter summarizes the Chinese characteristics of the construction of the value concept in social security, which include the value dimension of fairness and justice, idea of people oriented, power structure of politics as the dominant, the family ethic that filial piety is the most important of all virtues, consumption ethics of frugality but not extravagant,philosophical thinking of middle course or Golden Mean, Humanistic thought of behave properly to improve one’s character, Harmony idea of harmony and symbiosis,and so on.To sum up, behind the concept of the values of any social security, it is not only a deep insight into the current situation and practice of social security, but also a complex set of conflicts between ideology and values. The constructing of the value concept of social security in China can not be separated from the guidance of Marxism, is inseparable from the deep investigation of the practice of the Chinese social security, is inseparable from the provision and wisdom of the Chinese excellent traditional culture, is inseparable from the Chinese discourse system and Chinese expression. To construct the value concept of social security in China is not to extravagantly hope to build a grand theoretical system but to reconstruct, manifest, advocate and highly praise those principles, values, theoretical thinking and cultural significance under the background of this era-- social transformation, high risk, the rising cacophony, diverse values,mental imbalance.
