Contemplation Of The Issues Relevant To The Theory Construction Of Chinese Social Security

After more than 10 years' reform and construction, what with the introduction of the western social security theory and what with the study of Chinese social security issues, China's social security undertakings have made a considerable achievement and the social security theory study has made a great progress. However, compared with the western countries, we are till in the infant stage of social security theory infrastructure. At present, all serious and contentious issues in this field are all caused by the indefinite understanding of this theory and the imbalance between theory and practice of social security (the former is lagging behind the latter). Theory is a guide to practice. Consequently, advance theory plays an important role in the reform of our social security career.In this paper, the issues relevant to our social security theory construction will be explored. The first part analyzes the necessity and importance of our social security theory establishment, which is thought to "have been started, be increasingly prosperous but not ripe yet, and still have a long way to go." Chinese social security theory establishment contributes its urgent necessity to the following aspects: the current situation of theory study and imperfection and uneven coverage of social security system; the inequality between the enterprises, between regions and between individuals and the unclear duty among the responsible parties caused by the systemic deficiency, etc. So it is useful for us to explore the deep-rooted mechanism of the social security and strengthen its theory construction in order to make a better comprehension of the directions and development track of the social security and promote its reform carried out smoothly. At the same time, that can make up for the incompletion of the social security, which has significant meaning practically and theoretically alike. The second part introduces and analyzes the situation and problems of the social security theory establishment in foreign countries, which includes the social security conception in sociological perspective, the main schools in western social security theory and the theory construction in the major western countries. The study finds that even though with the development of industrialization, marketization and socialization, western social security theory is increasingly systematized, there are still problems and shortcomings which fail it to explicate the relevant social security-related issues and provide strong theoretical support to the practice deed. The third part proposes in accordance with the requirements of the times and Chinese current reality to develop the social security theory construction with Chinese characteristic under the basis of analyses of the western theory. First of all, it identifies clearly the theory basis in our social security. We will take Marxism social security theory and its specialization in china, Mao Zedong thought, Den Xiaoping Theory and the "Three Represents" as our guide and will reaffirm the primary person-centered value orientation and the basic fairness priority value orientation in social security system. Then on the basis of such analyses, it identifies several specific issues in order to complete our social security theory establishment. This paper puts emphasis on the sociologist to discuss the issues on China's social security theory establishment and pays more attention to the humanity concern and social effects along with the social security.
