Research On The Building Of Government Management Mechanism For The Dongting Lake Area’s Ecology

Lake watershed ecosystem is a peculiar regional ecosystem, the basis of mankind’s living and modern civilization construction, whose ecological function plays an important role in the construction of ecological civilization. Dongting Lake is the second largest freshwater lake, located in the middle reach of Yangtze River. It is the most important catchment basin and flood regulation lake of mid-Yangtze River, so ecological protection and management of Dongting Lake area is extremely important and valuable, especially after Dongting Lake eco-economic zone is approved as national economic zone. It’s a vital task of lake area government to make the best of Dongting Lake’s natural resources and environment, to build and complete ecological governance mechanism of Dongting Lake area and to realize scientific and efficient ecological management of Dongting Lake area.Government management mechanism of Lake Watershed ecology refers to interrelated and interactive operation mode and action mode among governance subjects, structures and patterns in Lake-watershed ecosystem through government’s institutional arrangements or structural design. It consists of four sub-systems of lake watershed ecology’s governance mechanism, including target formation mechanism, duty implementation mechanism, resource guarantee mechanism and performance evaluation mechanism, fulfilling the function of interest regulation, administrative supervision, resource optimization and performance improvement. In recent years, under the guidance of ecological civilization, the construction of Dongting Lake area ecological governance mechanism has accumulated some experience and achieved initial success, such as improvements in ecological management consciousness, perfections in ecological management system and establishment of ecological management institution, etc. However, there are some prominent problems in ecological governance implementation mechanism, cross-governmental coordination mechanism, resources guarantee mechanism, performance evaluation mechanism, responsibility tracing mechanism, and so on. The reasons are deviation of the government’s achievement concept, incompatibility of system construction, shortage of government supervision, and so on. A lot of researches and practical explorations on Lake Watershed ecological governance mechanism have been underway at home and abroad. From abroad, Japan “Pipa Lake”, “the Great Lakes” of North America and Europe “Rhine” accumulates good experience in system construction, function establishment and cross-government cooperation of Lake Watershed ecological governance mechanism construction. At home, Jiangxi “Poyang Lake”, Yunnan “Dianchi Lake” and Pearl River basin have made explorations in establishment of ecological concept, clarification of ecological responsibility and evaluation of ecological governance. Besides, Dongting Lake area has taken trials to build biotic ecotype disaster governance mechanism. Through analysis of domestic and international experience and typical case, emphasizes of Dongting Lake area ecological governance mechanism construction should be put on construction of ecological concept, institutional system, cross-governmental cooperation and ecological responsibility. Therefore, in the construction and perfection of Dongting Lake area ecological governance mechanism, its general requirements entail reinforcement of lake area ecological governance function guided by ecological civilization, improvement of ecological governance responsibility consciousness guided by responsible government construction, rebuilding of lake area government’s performance evaluation criterion aimed at green development and promotion of lake area ecological economic zone’s construction aimed at ecological economy development. This thesis focuses on optimization of Dongting Lake area ecological governance implementation mechanism, construction of Dongting Lake area ecological governance cross-government cooperation mechanism, improvement of Dongting Lake area ecological governance support mechanism, construction of Dongting Lake area ecological governance performance evaluation mechanism, perfection of Dongting Lake area ecological governance responsibility tracing mechanism and perfection of Dongting Lake area ecological government’s system construction.There are two innovations in this thesis. One is improvement and enrichment to the elementary theory framework of Lake Watershed ecology governance mechanism’s construction. Taking Lake Watershed as the research object, this thesis analyzes governance subjects, governance structures, governance patterns and governance evaluation from a multi-disciplinary perspective, discusses related theoretical issues on essence and operation mode of governance mechanism and provides theoretical foundation and practical guidance to local government for scientific and efficient governance of Lake Watershed ecology. The other is establishment and optimization of countermeasures to Dongting Lake area ecologyl governance mechanism construction. By detailed analysis of typical experience and enlightenment from Lake Watershed ecological governance at home and abroad, overall review and summary of achievements, problems and causes in Dongting Lake area ecological governance, this thesis proposes directions in perfection of Dongting Lake area ecological governance mechanism construction, including implementation mechanism, cross-government cooperation mechanism, support mechanism, performance evaluation mechanism and responsibility tracing mechanism of Dongting Lake area ecological governance, providing references for related researches on effective promotion of Lake area ecological government’s governance capability and governance level.
