Public Moral Construction With Cultivating Chinese Public Organizations

China is experiencing the transition from traditional society to modern society, the coexisting of various economic sectors has broken overall pattern of interests, multi-stakeholders have been formed. The establishment of market economic system not only makes people to enhance the pursuing of personal interests, also fulfills people’s interests realistically. This is the progress of the society. But in this process, some people’s lusts are growing, such as jeopardizing to the interests of others or the public. They have fallen into the extreme individualism. Social moral issues have appeared. So it is necessary to strengthen the construction of the moral. This paper presents an idea on the construction of public morality to respond to the moral request.Based on the guidance of Marxist theory, by analysis of the diversity of the reality caused by the market-oriented reform of interest differentiation, the article shows that under the condition of civil consciousness awakening and the original moral anomie, on the basis of individual rights, public morality of caring about and pursuing the public interest is the feasible path of the current morality construction. In the process of social transformation, citizen participation also has formed civil organizations. In this paper, the analysis of orientation of civil organizations indicates that civil organization and public morality has the consistency on the value orientation of public interest, the formation process of civic groups gestates public moral consciousness. Moreover, civil organizations can provide service for the society, supervise the government public power and urge enterprises to fulfill social responsibility, then promote and ensure the social and public interests. In the process, civic virtue can be fostered, citizen quality can be improved. Therefore, civic organizations can become the carrier of the construction of public morality.The article is composed of preface, four parts and conclusion.The preface discusses the research background and significance, summarizes the research status at home and abroad, introduces the correlation theory on studying public ethical issues and explain basic concept of public morality, civic groups. Finally, the paper briefly describes the research ideas and research methods and innovations.Under the analysis of the causes of the performance of the moral crisis of social transition in China, the first part reveals the essence of the moral crisis lies in the interests of diversification expands to the extreme individualism and it is harm to public interests. It is necessary for social main body to set up public interest concept and it is also the demands of public morality. So the nature of public moral includes a series of citizens’participating in social and public life, urging enterprises to fulfill their social responsibilities and supervising the running of government. But it is difficult to achieve these results by the citizen participating individually. Therefore, citizens need to form the organizations for playing the monitoring and maintenance functions of social public interests.The second part of the article is the study of civic organizations. By analyzing the meaning and classification of civic organizations, the article reveals the differences and connections of civic organizations and civil society organizations. The second part of the article compares the western civil society organizations with the Chinese citizens groups on the history and the functions, aims to illustrate that on the background of the socialist system and the influence of Chinese cultural tradition attaches great importance to the whole, Chinese citizens groups will benign interaction with the government in social public affairs, make the most of the advantage on expressing interests, supervising power and supervising enterprise, then maintaining and promoting the public interest.The third part analyzes civil organizations formation and development caused by economic structure in the process of social transformation reveals that Chinese civil organizations has the value orientation of public interest, the emergence of Chinese citizen organization contains public moral consciousness. Further, the article analyzes the civil organization’s activities to show that the activities of civil organizations itself also are the process of the public morality construction. Then the article analyzes public morals normatively, discusses the connotation and features of public morality, some concepts related to the public morality and main specification of public morality.The fourth part points out that the essence of public morality is a kind of identity in the public interest. Therefore, the primary goal of public morality construction is to foster civic consciousness which is formed based on the citizen identity. Second, citizens groups has its goal of public interests, in which public morality can be cultivated, but the development of civic organizations need certain social conditions to support and guarantee. Moreover, the activities of civic organizations can not consequentially lead to the result of public interests, public morality can not be formed spontaneously. Public morality cultivation also requires a series of constructing mechanisms. Which including:the fostering of civic virtue and citizenship qualities, the system of government support, guidance and supervision mechanisms and innovative behavior patterns.The conclusion has carried on the brief summary of the full text.
