Study On The Education Of Leading Cadres’View On Integrity

Anti-corruption and integrity promotion is a worldwide problem. In any historical period, any society and any country, the fight against corruption is regarded as an important task of the state governance. Xi proposed an important guiding ideology of " caged the power ", the CPC Central Committee issued the " establishment of a sound system for punishing and preventing corruption work plan2013-2017" in the official reiterated the guiding ideology, stressing the need to " promote the prevention of corruption, strengthen the ideals, beliefs, enhanced sense of purpose, so that leading cadres do not want to rot." Therefore, while perfecting the legal system, we should also emphasize strengthening the education of leadership cadres’view on integrity. It’s to help leading cadres established the view of clean and efficient, the benefit of the people. It is an important goal of leading cadres ideological and political education, but also clean government important content.In this study, quantitative research and qualitative research methods are used. A comprehensive view of leading cadres integrity evaluation index system is constructed, which includ integrity view on the selection and appointment, working conditions, interpersonal, and lifestyle. And a social impact factors index system is constructed, which include professional values, social networks, family environment and social climate factors. Base on the analysis of the current situation and the factors leading cadres integrity view, we build the leading cadre integrity view education system.The empirical results show that:Firstly, at all aspects of the selection and appointment, working conditions, interpersonal and lifestyle, there is insufficient knowledge of integrity,lower integrity recognition, and lack of integrity consciousness; Secondly, professional values, interpersonal networks, family environment and social trends and other factors impact the education of leading cadres’integrity view in varying degrees.Clear the leading cadre honest view the overall objective of education is to establish quickens governing idea, governing for the people, to build a leading cadre honest view education system with Chinese characteristics. Leading cadres of the concept of the basic content of education, including basic theory of marxism education, the ideal faith education, public servant consciousness education, honesty education, diligent consciousness education, good governance, education, etc. Leading cadres of the concept of education to follow the direction, scientific and systematic principles, permeability, demonstration, etc.Strengthen the education of leading cadres’integrity view needs from the three levels such as anti-corruption knowledge, integrity recognition and integrity consciousness. Firstly, the use of educational methods based training, through the development of a unified system of applicability of the integrity reader to carry out focused and self-education combination of education and training leading cadres anti-corruption knowledge and assessment, the families of leading cadres to carry out anti-corruption knowledge and education, etc., so that leading cadres and their families acquire the relevant requirements and the anti-corruption knowledge party discipline rules and laws and regulations; Secondly, in order to ease the conflict based approach to education, by identifying and defining the leadership cadres of personal interests and the public interest, provided the conflict of interest analysis methods and solutions and vent channels, providing leadership cadres and leading cadres to protect the personal interests of institutional constraints, etc. Against enhance leaders’integrity recognition; Thirdly, the use of social practice-based teaching methods, through participation in public activities and social services, to carry out the people in politics, advocating lifestyle civilians, etc., so that leading cadres and the masses of social life generate respect and appreciation, care with emotion, sensitivity and responsibility. Fourthly, it’s need to create a good public opinion environment for the of education leading cadres’ integrity view.
