Corruption has been one of the most difficult problems to handle within human history, which is also the case of China. Comrade Jiang Zeemanpointed out: corruption is the obstacle for development that underminessocial stability and the normal function of the socio-political system. Italso hinders the implementation of national policies, and disrupts thesocial order and the appropriate distribution of resources. Corruptiondestructs social equity and principles of justice, undermines socialmorality and people’s spiritual world. Therefore, anti-corruption related tothe popular support and the survival of the party, which is a majorpolitical task that the party must address.The Chinese government has made great effort on the issue ofanti-corruption. Over the years, the Chinese Government continues toincrease the intensity of the anti-corruption, and also made manyachievements, but the trend of the spread of corruption is still noteffectively controlled. The reason is that the lack of a comprehensive andeffective corruption-preventing mechanism which in line with China’sactual conditions. However, the design of the corruption-preventingmechanism is not a simple task, because this mechanism gets most everysection of the whole society involved in. Leaded by Marxism-Leninism,Mao Zedong Thought, Deng Xiaoping Theory and the important thinkingof "Three Represents" as guidance, according to the spirit of scientificdevelopment concept, based on a number of theoretical and practicalstudy, this research defines in the definition of corruption, and explainsthe dynamic mechanism of the incidence of corruption from thesubjective and objective aspect. Seriously examining the most influentialcorruption-preventing, based on new institutionalism and systems theoryas analysis tools, illustrate the effectiveness of the theory of themechanism for the corruption-preventing. Through comparative analysisof anti-corruption practice of different countries worldwide, come to aconclusion that the degree of corruption of a country is positivelycorrelated with the degree of perfection of the corruption-preventing mechanism. After analysis of the mechanism of the defects andshortcomings of corruption-preventing system, give a series of advice inthe building of corruption-preventing mechanism of China.This study is divided into six parts. Chapter I is part of Introduction.Introduce the background of this research and examine the literature andreferences related to this field. Chapter Ⅱ discuss the basic theory ofcorruption, including the concept of corruption, corruption cause analysis,and five influential corruption-preventing theories. Chapter III from theperspective of empirical studies investigated the mechanism ofcorruption-preventing in foreign countries. Chapter IV point out thedefects and shortcomings of the mechanism of corruption-preventingmechanism in China. Chapter V offers some advice on how to buildChinese characteristic corruption-preventing mechanisms. Chapter VI isthe conclusion. This part emphasizes the need for construction of thesystem to prevent corruption.
