This article selects the legal construction about non-provincial border areas in the Qing Dynasty as the research object, mainly on the question is:Qing Dynasty in Chinese history as a unified multi-ethnic country, how under the governing concept of "unified" by means of the rule of law and the use of its function, to the integration of the multi-racial subject (national) consciousness on non-provincial border areas and make it produce the national identity consciousness. The full text of the discussion mainly includes four parts:First, the Qing dynasty in order to achieve integration of the subjects of the Qing Dynasty (national) consciousness, bridging the purpose of ethnic differences, consciously the content of the rule of law for the non-provincial border areas, system architecture, spirit, and with the development of subjects (national) consciousness integration process presents the characteristics of three stages.Second, the Qing Dynasty inherited and developed feudal dynasties "universal" concept of state, a cognitive of inside and outside of the Great Wall is a national and multiethnic subjects are a family, which is the ideological foundation of the integration of the subject (national) consciousness. Political systems, social structures and the rule of law "integration" building on the non-provincial border areas, not only broke through the limitations of the ethnic identity, but also created a unified multi-ethnic Subjects (national) community and provided institutional protection of shaping a unified multi-ethnic identity.Third, the purpose of the integration of the subject (national) consciousness is to achieve identity, which is a two-way process of accreditation between country and subjects (nationals) in Qing Dynamic. The legal construction about non-provincial border areas in the Qing Dynasty presented stage characteristics, not only reflected the national force about the integration of the subject (national) consciousness, but also objectively recorded the development and transformation of consciousness subjects (nationals) to achieve identity.Fourth, the Qing Dynasty as a Unified multi-ethnic country was in the period of transformation from a feudal dynasty to modern sovereignty. After several long years about diverse ethnic groups precipitation and consolidation on the land of China, to achieve a final approval from Ethnic (national) identity to unified multi-ethnic identity in Qing Dynasty. The Qing Dynasty "is still full cooperation, Han, Mongolian, Hui, Tibetan five completely territory, as a greater China of the republic of China" as a final declaration. It laid the foundation of r the modern unified multi-ethnic Chinese territory and the formation of "Chinese nation" (Nation). Under the impact of the western idea of "nation-state", "Chinese nation" instead of harmonious and unified response disintegration as a whole unity, highlighting internal cohesion of a unified multi-ethnic country.
