| Basing on the timeline clues,this dissertation is to investigate historical evolution of American aging policy from the Roosevelt adminstration to Johnson administration. This dissertation includes preface,text and conclusion.The preface explains the definition of the aging policy,the theoretical and realistic significance of this research,present research status,research innovation point.Furthermore, this preface discusses the history of old age security before the establishment of American aging policy. The main body consists of three charpters.The first charpter explores the initial establishment of modern aging policy during the Roosevelt adminstration.The Roosevelt regarded the aging policy as one of the important parts of the New Deal after he was in office. The Roosevelt adminstration issued the Social Security Act in1935,which is of important significance in the history development of American aging policy.Then the Roosevelt adminstration revised the Social Security Act for the first time in history in1939.The development of American aging policy was in stagnation during the Second World War.Establishment of aging policy in the Roosevelt adminstration is of profound significance.But the content of aging policy is only limited in economic field. The second charpter explores the further development of aging policy during the Truman adminstration and the Eisenhower adminstration. The Truman adminstration inherited and developed the aging policy of Roosevelt adminstration and issued the Social Security Act Amendament of1950.The Eisenhower adminstration can’t reverse the historical trends and issued the Social Security Act Amendament of1956which is also important in the history development of American aging policy. In addition,the National Conference on Aging held in1950and the White House Conference on Aging held in1961are of profound significance for the development of American aging policy.Because of many negative factors in this period,American medical security system on aging encountered great resistance.The content of aging policy was still limited in the economic field and can’t extend to broader fields. The third charpter explores the perfection of aging policy during the Kennedy adminstration and the Johnson adminstration.During this period,a series of positive factors provieded good opportunity for the development for American aging policy.Medicare of1965marks the establishment of medical security system for the elderly in America.The Older Americans Act of1965marks the establishment of the social services system for the elderly.At this point,the aging policy system which was started by the Roosevelt adminstration can be perfect. The conclusion generalizes the development course, backgound and effect of American aging policy from the Roosevelt adminstration to Johnson administration.Furthermore, the conclusion sums up the main feature of the formulation of American aging policy.It is late for the formulation of American aging policy.The development of aging policy is step for step and full of tactics.In the content of aging policy, America emphasizes the connection between rights and duties.In addition, America is strict in rules of old age insurance payment terms and emphasizes the supplymentary role of private insurance in old age security. |
