A large Animal Tribute Center of the Ur III Dynasty, named the Office ofPuzri(?)-Dagan, which located in the Drehem site in Iraq, was established by (?)ulgi, thesecond king of the Ur III Dynasty, at his 39th year’s dominance. The reason forestablishing this Animal Center at that time is, the royal family of the Ur III dynasty ,court officials, the governors and nobles of the cities needed a professional office tomanage their animal sacrifices for the deities of Nippur. Simultaneously the palaceand the officials of the royal court as well as the soldiers also needed the massivedomestic animals as foods. The receiving and withdrawals of the large amount ofanimals required a special accounting office. The location ofé-Puzri(?)-Dagan wasvery near to Nippur and Tummal, who ship centers of Enlil and Ninlil, King andQueen of deities, therefore was elected as the place of the Royal Animal Center. TheOffice of Puzri(?)-Dagan was the most famous animal managing center in AncientMesopotamia and it played an important and key role in the system of the Ur IIIDynasty.The work in this paper is to reconstruct the documents of Nasa, the GeneralManager and fattener of the Tribute Animal Center. There are 1108 texts of thearchives of Nasa. This book is divided into two parts. There are four chapters in PartOne, in which I ’ll give the analysis of the work of Nasa. We discussed and analysedthat Nasa disbursed the deliveries from the royal family and the officials for thedeities of Nippur and supplied oxen and flock to the diplomatic envoys as food. PartTow I reconstructed the archives of Nasa according to the chronological order,presenting them in three languages: Sumerian transliterations, English translations andChinese translations.Through the reconstructions and analysis on the texts of Nasa, we got the followingconclusions: before the Animal Tribute Center was established, we found an earlyperiod text of Nasa on June, (?)ulgi 34. It was about 10 years that Nasa was working inthe center from April (?)ulgi 39 to August 13th , Amar-Sin 1. But in the early mu-túmand zi-ga texts, he didn’t sign his name in the documents until July 13th of (?)ulgi 47.We find that Nasa’s title is fattener (kuru(?)da), not only in his own seal, but also in theseals of his sons. Nasa received all the deliveries from individuals to the Center andwithdrew some of the deliveries to the deities in Nippur andé-uzga royal house. Healso transferred some oxen and flocks to other officials of the Center to manage. Hemanaged many kinds of animals, including livestocks and wild animals. Nasa alsowas responsible for transferring the deliveries of king (mu-túm- lugal) to his officialsin the different departments. As the first general manager at the Animal Tribute Center, he was active during thelast 10 years of the reign of (?)ulgi which was the golden age of the Ur III Dynasty andhe also witnessed the establishment and prosperity of the Center. From his archives,we get the original and direct materials for the research on the politics, economy,religion and diplomatic activities of the Ur Dynasty in order to construct the basicpolitical system of the Ur III Dynasty.
