Study On Village Planning System In Pearl River Delta

The Pearl River Delta(PRD) economic booming and opening-uphad driven the rapid urbanization of the rural areas surrounding the developed cities.But also brought a variousconflict of the personnel-land relationship. Which needed urgently to build a new village planning system on the space management perspective, the one suitable for reductionGrowthDevelopment in the Pearl River Delta Rural area.Based on this, this thesis take village PRD region as the research object,combined with the practical needs of the development of the Pearl River Delta village, to build a spatial planning system as the guidance of rural construction and also to provide some guidance for reference for the construction and development of villages in the country.Firstly, reviews the development process of the village planning and construction in PRD, analysis the main contradiction that restricts the development of the PRD village, summarize the Pearl River Delta village planning issues.Based on the fully understand the connotation and significance of modern village planning, proposed thestrategy and path of the village planning which suitable for the current reduction growth of PRD.Combined with the logic connotation of village planning system,the thesis constructed a three-level planning system with macro- meso- microscopic.Finally, combined with the author’s own rural planning practices in Zengcheng, Conghua and other places of village as a case study, carried out the three levels empirical analysisof county village construction planning, the rural- cluster planning, and the village integrated planning.In the context of new urbanization, the village planning has been given new development goals and logical meaning. Village is not isolated geographical unit confrontation with the urban, but should understand as the interactive elements of the urban- ruralregion anda spatial linkage throughout the village planning.In addition, based on a special kinship and clan features in the geopolitical village area, it is necessary to draw lessons from traditional Village Regulations. From endogenous driving force for development of the village, the nature of the village planning target is to achieve the village resources conversion to economic value.Based on this, it should establish a government, enterprises, planners, village four linkage planning model to improve the planning system.In the three-level planning system, macro county village planning co-ordination of overall village region’s development strategy, microscopic village planning implementation the specific construction and space management.Meanwhile, this paper creativity proposes the concept of the rural- cluster planning,which guide the rural group become an integral part in the urban-rural dualistic system.In the planning content, the paper proposes specific planning guidelines by partitions, classification, grading, to achieve space controlof the different levels.Theresearch ofPRD village planning system is an exploration of the space management, whichhas demonstration significance, but there are still a lot of content needs further study for the village planning theory system.
