| With the rapid development of the Chinese economy and the continuous progress of urbanization, the demand of mobility and accessibility increase rapidly and the use of mass transit is the metropolitans’ certain choice. Mass transit is different from the popularization of cars and the use of car is not equal to the improvement of accessibility and mobility. The population density of Chinese metropolitan area is high, while the land per capita of Chinese metropolitan area is low. The popularization of cars will lead to the ‘dark-transport swamp’ in metropolitan area. The dark-transport swamp in the metropolitan area’ will seriously impact society and economy of big cities. Therefore, the public transport focusing on mobility is the fundamental solution in metropolitan area. Mobility is the central consideration of the early plans of most big cities and the use of cars is the target of city transport planning. However, a good accessibility is the fundamental orientation of big cities based on public transport. In the future, public transport planning for cities is a process focusing on accessibility.With the analyzing on theory of accessibility and relationship between accessibility and mobility, it is concluded that accessibility and mobility can both be enhanced only by public transportation. The concept of various layer of accessibility in public transportation is thoroughly analyzed. The affecting factors and relationship of internal transport points, possibility of accessibility and external-transport network is analyzed. The analyze supports quantitative study of accessibility study. The study analyzes the quantitative measuring method of accessibility demand for tardiness in public transport positions inside internal-commuting area and external public transport network. This study considers that the public transport plan basing on accessibility is the plan basing on public transport stations.This dissertation combines the concept of land use and city resident travel with the introduction of land use entropy. This research presents the resident travel forecasting method basing on land use character which is focused on land use and overall city plan. This research presents the public transport station classification method and the classification procedure is discussed. This study points out the method and procedure of planning the public transport station layout basing on accessibility.
