The scale of existing civilian construction is huge,the inefficientcy of envelopeinsulation, airtight performance and heating are the common problem in these buildingswhich have wasted energy. The problems of commercial residential buildings must besolved which have become a social consensus. In the "Eleventh Five-Year" period,China’s northern heating region exceeded150million m2as the energy-saving tasks ofState Council which achieved good social and economic effects. According to therequirements of “The Twelfth Five-Year Guideline”, China will continue to promote andimplement the existing residential building energy efficiency and heat meteringtransformation, in northern heating areas. The scale of energy saving retrofit is expectedto reach400million m2. The implementation of energy-saving retrofit for existingcommercial residential buildings has significant social and economic benefits. However,there are many problems which need to be solved. The participation bodies are umerous,the ownership relations are complex.The puzzles of financing, decision-making andcoordination have seriously hampered the implementation in depth. On the one hand,the cost allocation mechanism among different bodies has not been established, the fundsources and investment and financing bodies are uncertain. The amounts of energysavings can’t flow effectively.There are no energy savings trading mechanism. On theother hand, the quantization means of benefits and externalities are inadequate; there areno sufficient grounds about repayment and internalization of the externalities.Establishment of normalized energy-saving cost-allocation mechanism based on marketprinciples to crack financial problems is the key point to achieve sustainabledevelopment about energy-saving retrofit.The paper analyzes the life-cycle cost structure system and the characteristics ofenergy saving retrofit, builds a cost estimation model based on fuzzy neural network.According to externality theory, the paper analyzes the externalities of energy saving retrofit systematically, makes economic analysis for the produce, features, performanceand internalization general ideas of the externalities, explores the quantification problemof energy saving retrofit externalities, constructs a quantitative model for externalitiesbased on the recognition of the value of the energy-saving retrofit benefits. The paperexplores the methods of cost allocation, constructs a cost allocationn model forenergy-saving retrofit based on multiplayer cooperative game. On this basis, this paperraises the problem to the mechanism level, analyzes and designs the energy-savingcost-sharing mechanism for commercial residential buildings, discusses the sources ofenergy-saving retrofit costs, payment pattern and trading operation mode for energysavings transactions. At last, the paper considers that information sharing is the basis ofprotection energy-saving cost allocation mechanism.The main innovation points of this paper are as follows:(1) Established the whole life stage cost analysis system of the energy-savingretrofit. Defined the stages and cost structure of the energy-saving life-cycle, built thelife-cycle cost estimation model.(2) Dfined the concept of existing commercial residential buildings energy savingretrofit externality for the first time and then analyzed the concept systematically.Established the quantitative analysis system of the energy saving retrofit benefits.Constructed quantitative models respectively according to functional benefits,environmental benefits, social and economic benefits. Then constructed energy-savingretrofit externality quantitative model on the basis,(3) Established the analysis system of energy-saving retrofit cost allocation andconstructed cost allocation model based on cooperative game theory.(4) Constructed the cost allocation mechanism of energy-saving retrofit in thecontext of marketization from the cost sources and payment to the energy-savingamount transaction, expanded the sources of energy-saving costs and market-orientedfinancing costs mode, designed a new cost payment mode based on "benefit sharing,cost allocation," Creatively put forward the energy savings trading mechanism and builtits operation mode at last.
