Study On The Theoretical Framework And Practical Exploration Of The Spatial Planning Coordination

As the variety and complexity of planning in China, from national to local level, the overlap, contradictions, conflicts and even out of touch "Planning fight" phenomenon is particularly prominent.Currently, the integration of multi-angle study of the planning has started, but systematic research framework has not been established in the field of Spatial planning coordination. Many studies still in the decentralized and isolated state. Therefore, in the context of the coordinated development of both the urban and rural,"multi-planning coordination" research needs to be expanded, which will inevitably become the breakthrough point of innovation of planning administration system. Specifically, the study includes the following four aspects:Firstly, this paper analyzed the limitations of the current research and tried to explore the several aspects of future research.Secondly, analysis of the relevant literature, pointed out that the overall plight of the current spatial planningand the main factors which affecting its development.Third, based on the comprehensive analysis of China’s current system of spatial planning, this paper carried out a complete comparative study of the course of planning, the legal system, and the practice, from which to explore the feasibility of the Spatial planning coordination.Fourth, the paper tries to build a complete model of the spatial planning system, and the theoretical framework and institutional framework of the Spatial planning coordination. Suggested that, as a government administrative actions, planning due to the impactof internal and external factors, such as the social, political and economic, to realize theplanning coordination.not only need the planning changes, but also the "environment" transition. And the successful transformation of the former seems more dependent on the latter’s innovation. However, the problem of planning coordination has not solved, more attention is needed to concern the coordination of these two aspects of change.Fifth, based on conflict theory as the foundation, the paper established the Spatial planning coordination operation and evaluation framework and take Dalian as an example.
