The purpose of highway construction is to serve for transport demands, and achieve optimum allocation of resources by transportation. If the scale of highway exceeds the need of actual traffic demands, the capacity of highway will be idle, a large number of construction funds and the land occupied by highway will be wasted; Instead, the lack of capacity of highway will result in a series of problems, including traffic congestion, low transport efficiency, frequent traffic accidents and so on, and it will prevent the sustainable and healthy development of socio-economic. So the highway construction should meet the transport demand effectively with reasonable infrastructure resources with no recurring congestions and excessive idle resource. As the summary, the content of evaluation on technical and economic rationality about smooth function of highway includes:whether the highway has a good operating condition; whether the highway can meet the need of national economy; whether the limited resources can be allocated efficiently and used adequately; whether the minimum cost or input obtains maximum benefits or output and whether it can promote the economic development or not, etc.Because the traditional studies about forecasting methods of transport demands and traffic volume are foucued on the accuracy of mathematical models, the studies about their formation mechanism are lacked, and the traditional forecasting methods often lead to the large gap between actual and forecasted traffic volume, the methods for forecasting transport demands and traffic volume should be perfected. According to the formation mechanism that transport demands realize under the interest-driven and traffic volume being produced at the same time, on the basis of perfecting the methods for forecasting transport demands, forecasts the traffic volume of highway according to the relationship among transport demands, transport volume and traffic volume which is regarded as the foundation of analyzing the service level and the evaluation of smooth function from the perspective of suppliers.The important content of evaluation on technical and economic rationality about smooth function of highway is the analysis about whether the infrastructure providers, road users and national economy can benefit from the construction and operation of highway. From the aspect of road users, evaluates the economic rationality by transport demand realization degree. From the aspect of infrastructure providers, analyses the micro economy rationality to evaluate the state of construction is reasonable or not. From the aspect of national economy, analyses the economic benefits can compensate the national economic cost formatted during the construction and operation of highway under ccertain traffic condition.
