China’s airspace capacity is more and more difficult to meet the needs of thedevelopment of civil aviation transportation today.The actual capacity of the airspace islimited by the professional quality and affordability of the controllers.In order toimprove actual capacity of a giving airspace, one way is to re-planning the sector,another way is to provide a decision-making assistant tools, thus reducing the workloadof controllers. Providing a scientific and rational sector planning method, and achievinga rational distribution of the tasks of the controller, thereby increasing the airspacecapacity and airspace utilization, has become the pressing issues the ATC facing.There’re Sector mainly two method for sector static adjustment:static method anddynamic method.Static adjustment method can not change the sector structure with thereal-time flow of area,thus dynamic adjustment method can, so research on dynamicadjustment method has a very strong practical significance.Until now there’re too manypeople research on Static adjustment method, thus dynamic adjustment method Justbeginning. By studying the relevant information,and connecting with the actual airspacesituation of China’s regional area,This paper is mean to research the method of sectordivision based on weighted Voronoi diagram to get many sub-sector units, and themethod of sector optimization adjustment based on the thought of Ant algorithm to getthe bast combination of the sub-sector units.Firstly,the theory of sector design for area had been analysised systematically,including The influencing factors,principles,methods and ideas of sectorplanning.Secondly,this paper proposed the concept of Voronoi diagram,its generationmethod, and the theory of weighted Voronoi diagram.With the waypoints, crossingpoints of the routes, and region boundary points as key points,after a Reasonablecalculating of the workload of controllers for all this key points, we get many sub-sectorunits Based on the balancing of controller workload via weighted Voronoi diagrammethod.the Situation of Workload dynamically changing timely is alse Consideredtoo.Then according to the controller workload balancing principle, we inducts the Antalgorithm thinking into the sector optimized combination method to Combinate thesector units into more effective sector.In the end of the paper, based on the model and the algorithm,the regional areasector dynamic optimization adjustment simulation system was designed and developed by using the VC++6.0as a development platform, and c++as the developmentlanguage,using an open source GIS components-MapWinGIS with Integrateddevelopment technology,and Microsoft Access2003as database management platform,in Windows XP environment.After the simulation,the results prove the validity of theoptimization adjustment method.
