A Study Of The Standard System For New Socialist Countryside Infrastructure Constructing In Shaanxi Province

Construction of new socialist countryside is not only an important historic task inthe process of Chinese modernization, but also difficult complex system engineering.Consider of the large area of countryside and its low economic development level, theweak self development ability as well, rural area’s development strongly depends on theinfrastructure. Rural infrastructure is not only the important material conditions ofbuilding the new socialist countryside and the development of modern agriculture, butalso the foundation to ensure thee the rural public service level’s improving andpromoting the increasing of the income of farmers. Since2004, strengthening ruralinfrastructure has been considered as an important action in promoting rural reform anddevelopment of the countryside in the8continuous Central No.1files and the Party’s17th Plenary Meeting "decision". In recent years, according to the central government’sdeployment and requirements, Shaanxi provincial committee and government pay moreattention to the rural infrastructure construction condition, the effect of ruralinfrastructure construction is remarkable, the production and living conditions incountryside have improved obviously, on the whole, the rural infrastructure is stillbackward, still cannot meet the needs of agricultural development, increasing farmers’income and the construction of new socialist countryside.Considering the fact that theconstruction of the rural infrastructure is lack of corresponding technical standards andspecifications, it is imperative to establish a complete set of infrastructure constructionstandard system.On the basis of the thorough investigation, careful analysis and the summarizing,this paper combines the present situation of new rural infrastructure construction in Shaanxi province, the aspects below has been studied particularly:（1）Based on the special investigation analysis of the current situation ofbuilding the new rural infrastructure in Shaanxi province, the paper summarized the keyproblems through the construction of new rural construction in Shaanxi province.（2）Based on the study of the process of the standard system construction, thepaper puts forward the system of new rural infrastructure construction in Shaanxiprovince.（3）Analyzed the goal, the content and requirements of the new ruralconstruction standardization emphatically.（4）Analyzed the key point, announcement and the related experience of theformation and implementation of the new rural construction standard, taking the “ruralinfrastructure construction technical guideline in shaanxi” for example.（5）In the construction standard specific terms sure process, the paper try tointroducing mathematical model-cost compensation method to determine thequantitative research.（6）Analyzed the applicability principle which should be followed in the processof the preparation，implementation and promotion of the new rural constructionstandard.（7）Preliminarily explored the application of the Technology theory in theformation of the rural construction standard.
