The fossil energy consumption and carbon dioxide emissions, in recent years, also have reached the first in the world. the amount of our country, both the pollutant emissions per unit of GDP and energy consumption, are not only much higher than such as the United States, Japan, Germany and other the developed countries, but also higher than such as India, Brazil and other developing countries.These figures fully shows C hina’s economic development model which is based on the natural resources and environment in the destruction and the plunder.A variety of visual resources and the ecological environment problems are successively occuring in our life. Such as the general shortage of water resources and water environment pollution, haze air pollution, ecological degradationand reduced species diversity and so on, has triggered widespread public concern for the health, survival and sustainable development prospect, high input, high consumption, high pollution, low efficiency of the development path of reflection is caused by more and more people, reflection gain enormous economic development achievements.At the same time, such this problem comes out that esources, energy and the environment can support the economy continue to develop or not. The problem for the modern in dustrial history to a hundred years C hina, this is undoubtedly a great challenge. There was no parallel in history.The western developed countries have used the fiscal policy as an important means for environmental pollution control. Our country also has the fiscal and tax policiesrelated to control pollution, and the finance and taxation policy in the past thirty years of economic development plays a very important role in promoting environmental protection, which makes indelible contribution. However, due to the new problems in the era of change, economic development and environmental pollution occurs, leading to the current finance and taxation policy can’t again for environmental pollution controlplay a greater role. Therefore, this thesis takes " The Analysis of Environmental Pollution Control of Fiscal and Taxation Policy by Dynamic Game " as the subject, using the dynamicgame method to study the internal mechanism of fiscal policy on environmental pollution control, reveals the promotion effect of fiscal policy on environmental pollution control, attempts to explore the relationship among them, and find out theCountermeasures to control environmental pollution appropriate fiscal policy.Firstly, we study the relationship between environmental pollution and social welfare, and make China environment as an example to prove the environmental pollution damage to national welfare. Secondly, we will from the theoretical analysis of the principle and mechanism of fiscal policy on environmental pollution control, and analyse the contribution and insufficient environmental taxation policy of our country environmental pollution contral in the past. Thirdly, we based on the front theory, in order to implement a realistic simulation of the fiscal and taxation policy to influence government and pollution emissions enterprises. This paper will try to use the dynamic game theory in the study to the fiscal and taxation policy. And at the same time, we will study in the government and polluting enterprises to implement the process, how the interaction game in environmental taxation, effects of environmental pollution control. In order to focus on study on the main problem, the paper explores the taxes and subsidies environmental taxation policy in the two most important variables in the treatment of environmental pollution in the process and impact on environmental pollution control. Finally, the countermeasures, the related conclusion and environmental pollution control based on the above theoretical research will be drawed.This thesis is divided into 8 chapters. The first chapter is introduction, The second chapter the theoretical basis of the environmental taxation policy and relatedconcepts are defined. The third chapter analyzes the environmental pollution of thesocial welfare and C hina environment present situation. The fourth chapter explores the environment of fiscal policy to promote mechanisms for environmental pollution control. In the fifth chapter, the fourth chapter research foundation in theory, the present situation of our government use of fiscal policy to control pollution.The sixth chapter uses the dynamic game method of environmental tax policy. The seventh chapter we use the dynamic game between the methods of financial compensation mechanism to study. The eighth chapter through the above study, we will draw relevant conclusions and environmental pollution control countermeasure.Today, the more and more concern is on environment pollution and its control. In the paper, the status of the implementation of fiscal policy of C hina environment was studied, which explored the government central and local government around the game environment tax and financial subsidies expanded and enterprise, and the effect of game on environmental pollution control, and then gives some countermeasures and suggestions for the reform in the future. We hope that through the research of this paper, we can provide a certain theory foundation and reference value for the formulation of policy and the choice of scientific environmental pollution for governanmet to use fiscal and taxation policy effective on environmental protection.
