Research On Harmonious Ecological Restoration And Reuse Of Mining Wasteland In Mining Cities

In promoting the modernization construction, human industrialization and regional economic development, mining cities play crucial roles. However, until the end of twentieth century, with the deepening of industrialization process, the structural contradiction of mining cities is highlighted ceaselessly, faced with the need of economic structure transformation. After a long period of resource extraction, many mining cities due to resource depletion, have entered a period of recession, with the large number of mine waste generation mining subsidence and surface due to mining subsidence caused a large number of urban wastelands, mining cities are into "urban crisis" era. The emergence of mining wastelands not only severely restrict the urban space,but also bring adverse effects such as vegetation degradation, soil erosion and water pollution, all of these bring a serious negative impact on ecological environment of the mining cities. Therefore, how to reasonably control, repair and continue to use mining wastelands in mining city has become the focus of academia, government, the public and so on.Based on the above reality, on the premise of re-examining the nature and causes of mining wastelands in mining cities, from the realistic demand of economic development of mining cities in C hina, this paper introduces the harmonious theory,combines with the relationship between industrial development and ecological restoration and uses comprehensively multivariate statistical analysis, structural equation model, industrial economics and synergetics to discuss the mechanism of ecological restoration and reuse on mining wastelands in mining cities. Finally, the paper selects Nanhu ecological town in Tangshan as a case to conduct the empirical study.This reseach has made exploratory researches in the following aspects:1. Summarizing the connotation of harmony, C hinese and western concept of harmonious thought and the characteristics of contemporary harmony theory, this paper discusses the relationship among harmony theory, sustainable development theory and synergetics. It thinks that harmony theory has more suitab ility guidance to govern mining wastelands in mining cities. Based on the concept of harmony, it makes contributes to the harmonious governance between "ecological side" and "social side" on mining wastelands in mining cities.2. Building the framework of governing mining wasteland in mining cities. The paper introduces harmony theory from management research into urban development research, using the experiences of the coordination of the concept, makes system assessment on the extent of the harmonious development on Environment- Society – Economic systems in mining city through the problem on ecological restoration and reuse of mining wastelands in mining city.3. Based on the research, it proposes the "three-step" solution on mining wastelands for mining city. The solution is systematically stronger, which not only defines suitable key industries batch for mining wastelands from the perspective of the harmonious development in mining city, but also compares the differences in regional economic development so as to further reduce the options of industrial planning ranges.4. Discussing the defined mode of countermeasures systems on the ecological restoration and reuse of mining wastelands for mining city. Based on the "three-step" solution, combining the concept of “Cooperation” and “Coordination” in harmony theory, the paper systematically builds the countermeasures system and more clearly improves mining governance strategies on mining wastelands.
