People realized well the pollution due to the wastewater, waste gas emission and noise, that is the result of the pollution mentioned above is obvious and the common people including the young children could feel and understand it.The environmental pollution and the health effect caused by the hazardous waste are not attached more importance to it, only after the pollution event occurred that the pollution resource be found and also hardly be controlled. To some extent, the hazardous waste pollution are more seriously than that caused by the wastewater and emission. For example, the Cr6+hazardous waste stack of400.000Kg resulted from a Fe-alloy factory polluted the surrounding underground water and the content of Cr6+was200times as high as that of the state standard, therefore the underground water was undrinkable and the citizen was seriously nervous and showed the demonstration to the government.Usually, hazardous waste pollution has many ways, from the resulted resource, collecting process, storing, transportation, reuse and disposal process are all pollution resources. The hazardous waste events are reported widely and frequently in state and abroad.China government attached great importance to the disposing of the occurred emergency public event. After the SARS event, the serious environmental pollution and the eco-system events are included in the framework of an emergency preparedness plan for emergency public hazards. The hazardous waste pollution preparedness system is sure the important part of the state emergency preparedness system due to its obvious hazards.As a coastal and a state-border province and the state chemical raw material manufacture base. Liaoning province discharged great deal of hazardous waste every year and has many rivers connecting with the international rivers and international sea environment. The investigation results indicate the majority of pollution event was caused by chemicals and hazardous waste, therefore it is very possible for the waste pollution event occurrence in Liaoning. The hazardous waste pollution event will impose the harmful effect to the environmental safety and the social steady of the whole Liaoning province. To make sure the environmental safe, it is very important to carry out the study of the Liaoning provincial hazardous waste pollution event early-preparedness system to integrate the province wide and the province-border pollution event information exchange and emergency preparedness plan, thus make the pollution hazards as little as possible.(1) To design Liaoning hazardous waste information system according to the state hazardous list and realize the whole process controlling to the hazardous waste management.(2) To investigate the long-time stacked hazardous waste e.g. Cr6+contained waste stack and main hazardous waste integrated treatment plant, prepare the emergency plan for its possible resulting the pollution event of the surrounding underground water, river environment and the soil.(3) To give the emergency plan for the main chemicals and hazardous waste transportation to manage the risk of pollution event.(4) To construct the model-database of hazardous pollution event.(5) To prepare the expert-database of hazardous pollution event.(6) To construct the emergency rescue system of hazardous pollution event.Remote-Sensing (RS), Geography Information System (GIS) and Global Positioning System (GPS) are adopted to constitute four level hazardous waste pollution preparedness system of State. Province、City and County. The state-level is responsible for the province-boundary hazardous waste pollution preparedness system and guides the province-level hazardous waste pollution preparedness system, The province-level is responsible for the city-boundary hazardous waste pollution preparedness system and guides the city-level hazardous waste pollution preparedness system, The city-level is responsible for the county-boundary hazardous waste pollution preparedness system and guides the county-level hazardous waste pollution preparedness system, The county-level is responsible for the inter-county hazardous waste pollution preparedness system.Therefore a hazardous waste preparedness system all over the country is achieved, which could guide the quickly in-site environmental monitoring, quickly disposing, united leading and forecasting the possible pollution event occurred from the hazardous waste point-source and non-point souce.3S technology application methods s frame design and the application details are described. The technology supporting condition and the economy feasibility are discussed. A case study in. Liaohe river in Liaoning province is introduced to demonstrate how the provincial hazardous waste pollution preparedness system be constituted based on3S technology.The monitoring point location are adjusted to make it suitable for the control the hazardous waste pollution event and the monitoring point are constructed by plan according to the requirement,it must be conveniently for the sampling and has required monitoring equipment directing road and the obvious indication and so on.State-,provincial-,city-,and county-level hazardous waste monitoring point location is also the important part of the state environmental monitoring key capacity construction.Based on the analysis of the site-in surface water quality standard and according to program of four level of hazardous waste pollution event monitoring system of State. Province、 City and County, the border surface water quality standard of province-、city-、and county-border was proposed.The selection principal of pollution control parameters and standard value was given. A case study in Liaoning province was introduced to demonstrate the border surface water quality standard of hazardous waste pollution in Liaohe.The soil hazardous waste pollution risk management and early-preparedness is proposed according to the environmental risk management.The soil polluted by the hazardous waste is also the risk source, it is harmful to the related water environment. Up till now the only assessing standard is the state soil environment quality, it only deals with the10kinds of polluted element such as Cu, Cd, Pb and Zn, etc. The many found organic chemicals such as PAHs in the soil are not listed in the state standard, it requires to be think and investigate seriously.
