The Logical Involution Of Government's Behaviors Target In The Housing System's Improvement In China's Urban

Since ancient times, basical necessities of life have been the fundamentals of existence and development of human society. And the role of housing is that it can provide people a safe, comfortable, convenient and beautiful house. Along with social progress and scientific development, people's housing demands are increasing.So housing problem is becoming increasingly widespread concern. And it will be the focus of social stability and economic development of the major issues.China's 30 years'reform and opening up has gone through a magnificent journey. And we have also made remarkable achievements. Of course, our country has explored a road of socialism with Chinese characteristics, too. As an important part of China's economic reform, housing system reform has undoubtedly played an important role. Our China's housing system has gone through a difficult process during the past decades. Although we have made some achievements, in general, we have made little progress. The housing system is not smoothing and stable, even bogging down. From the distribution in real state to the commercialization and marketability of the housing system, in which the span is too big and the price is too high and there are also many problems. Government is the main part of the changes of the housing system. So its aim and action will seriously influence the process of the change. The main part of this thesis is about the act of government goal which is included in the change of urban housing system. And it also draws some nutrient from practice of the changes.It summarizes the experience of the change theoretically and grasps its regularity. The government changes the behavior's target in depth through systematic analysis, and reasonably positions itself in the housing system. I hope to provide an analysis of changes in the housing system and the adjustment of government conduct, a rational track and a new perspective for the reform of China's urban housing system.The following is the structure of the thesis.It consists of introduction and the other five chapters. The introduction outlines the topics of the background, research purposes and significance and so on.Having experienced process, practice probing again and again; knowing that again and again on the cognition in the progress in "moving steadily", China's urban housing system reform is the same as China's other reforms. From a planned economy of tradition, made for "ensuring the leading role of the planned economy supplemented by market regulation" testingly, it transits to "planned commodity economy", until stepping into "the socialist market economy" stage. This probes dyadic reformation, welfare have shown obviously in the same way, having experienced four stages:A planned economy in change in the train of thought reforming the housing system stage, the exploration reforming, and the housing system and all around that the experimental unit stage, housing system reform push forward and perfect. In these four housing system's development phases, government plays a fatal and irreplaceable role as an executor, Government's measures' target has been changed from an all-controller in the planed economics to a function-weakened role in the evolution phases of housing system.The first four chapters of the thesis respectively has carried out analysis on above mentioned four stages movement of behavior target logical evolution. The first four chapters have analyzed system's background, housing system content and characteristics, and so as to the central government and the local government behavior target, as well as evaluation of the implementation and some other contents. Because of changes in the housing system at different stages of institutional context changes besides with its behavioral targets differing from stage to stage in the formation of the different characteristics of the housing system, the formation of various phases has its behavioral target of the central and local government. Changes in China's urban housing system in different stages, exactly because the government's "economic man"character equivalents to the community the government, and it also has its range of narrow self-interest and clear utility function, the above will determine their behavioral target, using the same mode of action and affect change in the direction of the housing system and ways to achieve their beneficial results. Of course, except for the pursuit of maximizing the return on its own objective, the government has to pursue to maximize social benefits.Because our system and the reality is different, the changes in the housing system to maximize the interests of society and the government emphasizes on self-interest to maximize two goals, compared to the central government and local governments, as the rational "economic man" the central government seeks more to maximize social benefits, while the local authorities does in the pursuit of self-interest maximization. Chapter V is about the conclusions and inspirations of the government action targeted research in the changes of China's urban housing system. It also summarizes the main point of this thesis.And it expounds how to eliminate the government action target paradox in the changes of China's housing system.
