Study On Issues Of Regional GDP Accounting And Benchmarking

Great changes have taken place in statistical environment,object and demand,along with gradual reformation and increasingly development of social market economy.In this new positon,the statistical and national account work will consequentially up against many new challenges,and also some problems.More and more multi-ply the economic element and the decision-making principal part is,more and more complex the economic component and the factor which affects on the economic development,more and more high the marcoeconomic manage department will depend on the national accounting information that reflects the national economic running status.And then they make the higher demand on the national accounting.Management self-determination,economic strength and risk consciousness of enterprise and household continuously boost up.Also they need know and master the national economic information which reflects the running status of the national economy,in order to make the correct decision of the management and investment,make the biggest income.This is the higher request for the national accout.In order to adapt the demand of the macroeconomic and microeconomic management among the social maket economy,economy study department does a lot of those study work,which need large numbers of national economic information.Then they make a higher demand for it. With the rapid development of the chinese economy and the sequential upgrade of the international status of China,the international society pay more attention to the national economic running status of China,then they demand our national information urgently.Our government also attach importance to the statistical work of government,brings forward many new criterions and demands, hereon they show the best hope for the development of the future statistical work.In 2006,the prime minister Wen Jiabao made four important indication for the statistical work.In 2009,the big economic census of the whole country begins in China. It will make more and newer standard and requirement on the old regional GDP accounting system and benchmarking.The indicator regional GDP which reflects the level of regional economic development, is the important component of the national account system.This indicator can scale the regional economic running status,reflects the outstanding achievement of the local government on one hand.Recently the country takes the indicator GDP into the system of government examination,which makes the result that the sum of the regional gross product is bigger than the national gross product.In the three former quarters of 2009,the gap between the sum of the regional gross product and the national gross product reach 2,475.8 billion RMB,which is the11.4 percent of the national gross product.This large data gap attracts the observation of society.They not only oppugn the data itself,but also the accounting methodology.Thus the problem of regional GDP accounting and benchmarking not only is an advanced problem among the study of the national account theory,but also is a hotspot one which the society pays a lot of attention to.On one hand,the study of it will enrich and perfect the theory of the regional GDP account;th other hand it will make the scientific and valid methodology to resolve the problem in the regional GDP account.The paper bases upon our own country and catches closely hold of the emphases,and then discusses it.Based on this way and idea, we split the problem into seven parts to discuss.The first part is the guide of the paper.lt mostly expatiates the background of the choice of the theme,the theoretical and realistic meaning of study, the general situation and review of the study home and abroad,the content,the thought,the methodology,then gives the innovation of the paper and some problem to resolve for futue.The second part is the basic theory of the whole paper.For how to solve the regional GDP accounting and benchmarking problems reasonably,we make a complete and profound analyse and argumentation.First,on the point of theoretical view,we summarize the theory of it,and introduce the concept,accounting scope, principle,methodology of the regional GDP,also include the meaning and difficulty of the regional GDP.Then we introduce the benchmarking theory and methodology.Those will make the base on the theory to the latter analyse and discuss. On the point of practical view,we introduce the Chinese and the other countries'material settlements to it.We summarize all the countries'experience and deficiency.Through the whole paper's statement,we look up the problem and solve it later.The third part's primary assignment is to solve the problem of regional GDP accounting in China from basic statistical system,accounting methodology, benchmarking, examination system etc..At the same time,to point out the especial problems of regional GDP accounting linking with its particularity,namely is multi-regional enterprise activity, central government units activity,interregional transactions. According to those,this chapter will not only bring forward the methodology to solve the special problems,but also bring forward the methodology to improve the hodiernal regional GDP accounting mode from the view of the function of regional GDP accounting department,data source and methodology,data quality assessment and control.The fourth part is to research the benchmarking between the regional and country's data.The gap between the regional and country's data shows distensible trend.A lot of reasons that made such large difference,include the objection of classification account system,the quality of basic statistical data,the gap of the statistical system,the present examination system,regional GDP accounting method and statistical management system.In order to solve this large gap,this chapter introduces four settlements to solve the benchmarking problem between the regional and country's data.The four methods are indicator control system,improving regional net outflow method,top-down regional GDP accounting methodology,using input-output table to control regional GDP accounting methodology. We compare with all these methodologies's advantage and disadvantage,then choose one regional GDP accounting methodology which very adapt to our country.Finally,we combine the top-down and bottom-up method to do it,which means that we use "bottom-up"relative indicator contribution to GDP. We calculate regional GDP again.This is the principium accounting results,then we analyse it to improve the method.In the end,we obtain the reasonable results to confirm the scientific method.The fifth part is to research the benchmarking between the regional quarter data and annual data.Generally,many countries and regions do quarter national account when they do annual national account.Annual national account mostly does direct calculate GDP according to basic data,but quarter account mostly use extrapolate method to calculate GDP because of the less indicator and less time.The information of annual national account is derived from the comprehensive survey and census,and quarter account information obtain from the sampling survey. As a result of the basic data and accounting method difference between quarter and annual account,the sum of the four quarter always is not equal to the annual,yet they are equal in theory.To solve this problem,many countries use the benchmarking to make the balance between the quarter and annual,namely quarter data is benchmarked by the annual data.Moreover this method will lead to "step"problem of quarter serial,namely the first quarter data of the next year is not benchmarking with the fourth quarter data of the last year.The benchmarking between the quarter and the annual data of China has some problems and deficiency.This chapter will improve the benchmarking of China,through the compare and analysis,to obtain reasonable results.The sixth part is to research the benchmarking problem between annual and economic census regional GDP data.Regional GDP data of economic census derives from the entire survey,but annual regional GDP data derives from the resource of government and the relative calculating information,And there are some difference between their accounting method.In China we use interpolate method,trend deviation, least spuares to solve it,yet there still are some problem.This chapter will improve the method to solve the problem,then we obtain reasonable data results.Finally we give some advice.The seventh part is the finality of my paper.It will make the final conclusion,namely the improvement of the regional GDP accounting method and benchmarking is a gradual process.Then we give relevant countermeasure and advice, consult and use for reference.To contrast with present literature,the theme,the research method and final settlement of this paper has novelty. A certain extent,we will give reference to others.
