With the national continuing concern of the complex ecosystem state and the continuous promotion and improvement of the comprehensive evaluation field,the theory and method of complex ecosystem evaluation have been applied in many fields.Among them,the development quality evaluation of regional complex ecosystem is the core content of complex ecosystem evaluation,and it is also the natural extension of the traditional comprehensive evaluation theory and method.Many researches have been made in the study of regional complex ecosystem evaluation at present.However,there are still some limitations in the face of more complex scenarios,mainly includes the following three aspects.(1)In the process of development quality evaluation of regional complex ecosystem.The comprehensive evaluation result is not recognized by the demander,and it does not reflect the actual needs of evaluation demander.(2)When evaluating index weight of regional complex ecosystem development quality evaluation,most of the existing weighting method is adopted,but this method does not applicable to specific application scenarios.(3)The literatures have not considered in the process of regional ecosystem development quality evaluation,the evaluated object want to know how to find the learning target object among many objects.Based on this,the regional complex ecosystem development quality evaluation research focuses on the above issues,put from "basic model construction","three types of weighted demand matching","application data analysis and expansion" three aspects of research respectively.Specifically,the main work and conclusions are reflected in the following five aspects.(1)This paper constructs the evaluation model of regional complex ecosystem development quality on the basis of reviewing the existing literature.Firstly,system analyzes the interaction of each subsystem,constructs the evaluation index system.Secondly,taking into account the system differences between the initial evaluation indicators,the corresponding adjustment methods are given according to the different evaluation indicators.Thirdly,the paper analyzes the characteristics of the data distribution and selects the dimensionless method which is suitable for the application of this paper.Finally,aiming at the problem of "non consistency" in the comprehensive evaluation theory,3 kinds of common weighting requirements for the regional complex ecosystem development quality evaluation are extracted and the corresponding weighting method is given.(2)A new objective weighting method is proposed to meet the need of evaluation demander.That is the weighted results should not be involved in human interference.Firstly,an optimal k value simulation method for k-means clustering algorithm is proposed.Secondly,based on this the data characteristics of each group are analyzed and the corresponding grouping quality importance coefficient and development importance coefficient are given.And then use program solution to get the optimal objective weight value.Finally,the method of this paper is compared with traditional 4 objective weighting methods.The application shows that the method is effective and more in line with the actual needs of development quality improvement.(3)A new group evaluation method based on psychological threshold synergistic is proposed to meet the need of evaluation demander,which need the evaluation results can reflect the actual operation situation of each region,so as to facilitate the formulation and implementation of relevant policies.Firstly,the presumption and process description of psychological threshold group evaluation is described.Secondly,the psychological threshold assignment of group indicators weighting and the adjustment of indicators weighting matrix are put forward.Finally,the adjustment matrixes are aggregation.Specific example indicates that compared with the traditional group evaluation method,this method's group opinion is more focused.It can improve the scientificity and reliability of the evaluation results.(4)A new behavior induction weighting method which can improve the evaluator's state is proposed to meet the need of evaluation demander.Firstly,the global and local information features are analyzed.The global and the local behavior inducing coefficient are solved.Secondly,integrate evaluation preference in the process of evaluation and the behavior inducing coefficient corresponding to the evaluated object is obtained.Thirdly,winning value between the evaluated objects is solved using Monte Carlo simulation method.Finally,planning solution the winning value matrix and the comprehensive evaluation results are obtained.Specific application shows that the evaluation method of behavior induction weighting ensures the stability of the evaluation results.And the evaluated objects don't have to worry about the influence of variation coefficient on the fairness of evaluation results.(5)Comprehensive analysis the regional complex ecosystem development quality evaluation results,and put forward relevant suggestions for improvement.Firstly,summarize and compare the evaluation results of the three weighting methods found that there are some differences in the comprehensive evaluation value of regional ecosystem development quality and small differences in the ranking of comprehensive evaluation value.This shows that this method has certain feasibility and stability.Secondly,analyze the social system,economic system,natural system and complex ecosystem development level in different regions.Thirdly,a method of selecting the quantitative lifting path is proposed,which is similar to its own structure and has a higher score and can be imitated in a period of time.Finally,the corresponding regional improvement suggestions are put forward.This paper makes a qualitative analysis of the related factors from two aspects of government policy and citizen consciousness.
