Taking dry sub-humid regions where desertification happens potentially as the object, this paper referred to domestic and international researches on desertification control efficiency evaluation, and was based on theories such as ecological agriculture, sustainable development and so forth. Through the collection of sufficient amount of data, as well as the analysis of natural, economic and social factors causing desertification, desertification control efficiency index systems at both region and desertification control engineering scale were established and applied to evaluate the desertification control efficiency and desertification control engineering benefit in Daxing County and Sangmafang Village. On that basis, in order to present theoretical and practical reference for advanced desertification prevention and control, desertification sustainable management mode framework was structured. There are four conclusions in this study:(1) Desertification control efficiency index system at both region scale and desertification control engineering scale in dry sub-humid regions was established. These two index systems are both made up of three hierarchies. The top level is the comprehensive benefit. The second level includes ecological benefit, economic benefit and social benefit. The bottom level is formed by ecological indexes including six indexes like virescence increased ratio, economic indexes including five indexes like per capita income increased ratio, and social indexes including Engel coefficient decreased ratio. And then the weight of each index and benefit was calculated.(2) To evaluate the desertification control efficiency at region scale in dry sub-humid regions, a typical case study was carried in Daxing County. With the index values in 1952 as the reference value, the comprehensive benefit value in 1975 was 0.24 which shows the ecosystem was extremely unstable, desertification was very serious, per capita income was low, and desertification control was lowly favored by local people. In 1994 the comprehensive benefit value was 0.57 which shows desertification control efficiency belonged to the medium grade, ecosystem was tending to stability, desertification was controlled effectively, per capita income reached an intermediate level, and desertification control was favored by increased local people. In 2000 the comprehensive benefit value was 0.64 which shows desertification control efficiency belonged to the fine grade, the ecosystem was basically stable, most desertification land had disappeared, per capita income reached an higher level than in 1994, and desertification control was favored by most local people. In 2005 the comprehensive benefit value was 0.80 which shows desertification control efficiency belonged to the excellent grade, the ecosystem had been stable, desertification land remained little, per capita income reached an high level, and desertification control was highly favored by local people.(3) To evaluate the desertification control efficiency at desertification control engineering scale in dry sub-humid regions, a typical case study was carried in Sangmafang Village. In contrast to the year of 1993 when desertification control hasn't been carried out, after the implement of desertification control project, the desertification control efficiency value was 0.67 which shows in 2000 control benefit belonged to the fine grade, vegetative desertification prevention and control system was complete, most desertification land had disappeared, per capita income reached an higher level in the same area, and desertification control was favored by most local people.(4) Desertification sustainable management mode framework was structured. On the basis of the study of desertification control efficiency, this paper referred to theories such as ecological agriculture, sustainable development, and ecologic economics, etc. and then put forward sustainable management mode framework in dry sub-humid regions which consist of design principle, design method, design process, applied technology system, supporting system, and so on.
