Along with the rapid development of China's economy, the application of Internet in various industries is more quickly, and formats some new industry chains which also make Internet governance tend to be more complex. With the scale of Internet application expanding in various industries, the limit and inadequate Internet governance has greatly influenced Chinese industries'development, even has some negative effects, especially on the financial industry, e-commerce industry and other industries which main business are increasingly depend on Internet. Also increase the risk of subsequent. For the reason above, Internet-based governance is urgent and important.In this thesis, the main purpose of the study is through the correlation analysis between Internet and various industries building different models of governance mechanisms for various trades that have different degree of association and providing the theory and the implementation basis for the various trades' comprehensive management. In order to better grasp the theme, the paper has combined the qualitative analysis method and quantitative analysis method, the normative analysis method and the empirical analysis method and conducted the Internet-based comprehensives Mechanism and Strategy Study with industrial economics basic theory.The content of this thesis is as follows:(1) According to the establishment of the correlation model between the internet and related industries, and in accordance with the degree of correlation, divide the existing industry sectors into the strongly correlated industry and weak association industry, which is facilitated to carry out the needs of different sectors of governance. According to the China's economic development and the contribution of all sectors to the national economy, this paper selects the industry which has Internet application characteristics and Economic scale is of China's pillar industries, such as:e-commerce industry, software industry, information communications industry, internet media industry, financial industry, equipment manufacturing industry, the mining industry, construction industry, logistics industry, and metallurgy industry etc., as this object of empirical research.(2) On the base of the establishment of the "Internet-The industry" correlation model, the paper establishes the general framework of the governance mechanism which regards regulatory factor, policy factors, technological factors, related degree, industry self-regulation and other variables as self-variables. According to the governance needs of strong and weak Internet-related industry, the paper constructs hard and soft governance model based on the Internet's comprehensive govern.(3) After the analysis of the application of China's Internet industry policies and regulations, technology environment and industry self-discipline, according to the different needs of strong association industry and the weak association sector, the paper proposes improvement of specific recommendations from the aspects of industry policies and regulations, technical environment and self-discipline.(4) Through the establishment of Internet-related industry comprehensive governance evaluation system and model, the paper evaluates and researches the strong-related industry (e-commerce industry, software industry, information communications industry, internet media industry, financial industry) and the weak-related industries (equipment manufacturing industry, construction industry, logistics industry, metallurgy industry and the mining industry). The thesis demonstrates the validity of the " Internet-The industry" correlation model and the comprehensive governance validity model.
