With the development of economic globalization, the connection in technology, eco- nomic and standardization is becoming closer , the technical standardization strategy has become an important means for countries all over the world to develop the trade , enhance the industrial competitiveness and the national competitiveness, at the same time, the tech- nical standards have become an important tool for the current market competition. In this situation, a country wants to obtain a competitive advantage in the international competition, it should have priority to develop the industry which has a competitive edge for its own country on the basis of the coordinated development in economy, science and technology, education the environment and other aspects. The product between different countries and regions has been able to compete on a global scale , the reason is that each country developed a unified product standard. The European Union, the United States, Japan and other developed countries and regions locked the competitive strategy of economic in the "control" and "fight" strategy of the international standard, which was based on carrying out the international standardization strategy. After China's accession to WTO, the traditional tariff barriers lost the effect gradually, the technical barriers had become the major obstacle factors for China's Import and export trade, How to use the principles of the relevant technical standards defined by the Agreement on Trade Technical Barriers (WTO / TBT) of the World Trade Organization to build China's industrial technology standards strategy, enhance the international competitiveness of industries, adapt to WTO / TBT rules, and to Improve the international level of the industry, has become the focus of attention for present government, industry and academia. At present, the relevant research is also underway, but the research results with clear context are still lacked.In today's world, who mastered the power to draw the technical standard, it means that who mastered the initiative of technical and economic competitiveness to a certain extent, A country's innovation of industrial technology was largely based on the independent intellectual property rights, The main technical standards and its advanced nature reflected a country's level of industrial technology and its international competition, it is the highest expression of independent innovation capability. As an important technical and economic factor, the standardization of technology can produce a huge boost for the improvement of industrial innovation and industrial competitive advantage. This paper studied the interaction between the technology standardization and the industrial innovation based on the study of the formation of technical standards and the formation of industrial innovation, and thus technology-based innovation in the development of industry standards put forward countermeasures and suggestions.In this paper, the study was mainly around the impact of the technology standardization on the industrial innovation, we combined the technical economics, industrial innovation and the standardization theory and other theoretical methods to study. While analyzed the dynamic mechanism of the technical standards, we analyzed the formation of the technology standards, and divided the whole the process into three phases: the establishment of technical standardization, implementation and competition and proliferation. Then we analyzed and expounded the impact of factors of the three stages one by one.2. The study of the correlation, the causality analysis and the countermeasures of the impact of the technology standardization on the industrial innovationOn the base of the theory research of the mechanism of which the technology standardization on the role of the industrial innovation, this paper made the empirical analysis by selecting the industry of the communications electronic equipment, and to verify the correctness of the theoretical research. First, the paper made the associated analysis of the index of the technology standardization and the evaluation index of the industrial innovation, through the conclusion we can find that the index of the technology standardization and the evaluation index of the industrial innovation were highly correlated, and thus that it can verify the two do have some effect relations. But it needs further tests to confirm the causal direction of the influence, and finally we got the conclusion that the technology standardization has o certain impact on the industrial innovation. In the policy recommendations, aiming at the current development situation and the problems of the industrial innovation and the technology standardization in our own country, the paper proposed the countermeasures of the development about the technology standardization in our country, and proposed the related countermeasures of the development to promote the standardization of industrial innovation in our country, and hope to improve the degree of attention of the technology standard works of our country, to provide a scientific basis for the decision-making of China's relevant government departments, and thus to enhance the competitiveness of our industry.
