Research On Public Projects Performance Evaluation System And Performance Realization Mechanism

Public project is the activity that public sector build public facilities to provide public goods or public services. As a result of public owned and monopoly, the performance problem is more serious in public projects. It can enhance the public project management level and improve public satisfaction, constructing a scientific and rational performance evaluation system of public projects and providing a theoretical basis for the practice of performance evaluation of public projects.By applying modern management forefront theory and public management theory, using qualitative and quantitative analysis, the combination of theoretical research and empirical research, the goal, system, indicators and methods of public project performance evaluation are studied systematically, and the realization mechanisms for public projects performance are analyzed in-depth. The main research work and conclusions are as follows:1. Stakeholder theory argues that performance evaluation subject should be pluralistic. By analyzing the contractual relationship of public project, the author argue that the subject of performance evaluation is the stakeholders whose assets is dedicated and at stake2. Performance evaluation aimed at resolving the principal-agent problem, to keep the agent in line with client objectives. Performance evaluation system should be designed to reflect the client's interests. By analyzing the interests of performance evaluation subject,The author determined the objectives of the public project performance evaluation is the public satisfaction3. The connotations of public project performance are very rich. Combined the performance theory and the implementation of public projects, public projects performance system is built. The three dimensions of Public projects performance system are: the project phase, the project logic and public projects performance standards.4. Public projects have many types, different projects have different construction objectives, and performance indicators should also be different. This article holds that the decision-making performance and project management performance indicators can be generic. The result performance of public projects is closely related to the project objectives. 5. Through the interests'game analysis of public projects decision-making process, a democracy consensus decision-making mechanism based on cost-benefit analysis is built.6. Paper analyzes the contract nature of public projects building process as well as the game model of hidden irregularities, and the protection mechanism of public project construction process performance focusing on monitor is proposed.
