Based on the development economics, modern enterprise growth theory and Evolutionary economics, the innovation characters, the capability of innovation and the core of innovation for electronic industries of China were analyzed. In this dissertation, the productivity growth and productive efficiency were explored for electronic industries over the period 1997–2006 with Malmqusit index model, the non-parameter Element Productivity Efficiency Change model which was defined in this dissertation and its four decompositions.Firstly, on the basis of analysis and comprehensive description the development and current situation, R&D research, the relative theories of innovation, the Malmqusit index model and non-parameter Element Productivity Efficiency Changeevaluation, a systematic exposition of electronic industries was made.The second, the relationship and the characters of innovation elements were analyzed. The innovation capability of electronic industries was evaluated with the model based on grey whitenization weight function cluster theory.Thirdly, an economic efficiency evaluating index system based on Malmqusit index model was set up on the basis of innovation evaluation of electronic industries.Results show that productivity growth has occurred, mainly due to improvement in technology efficiency, and that mean the promotion of research capability has remained fairly constant over time. In addition, individual output/input ratio analysis is done to examine the differences on individual productivity items between the efficient and inefficient industries. The results of these analyses provide some policy implications for our country facing the similar problems.Fourthly, in traditional, the Malmquist index can only be separated into technical change, technical efficiency change and scale economies efficiency, it cannot tell us the contributions from labor inputs. This dissertation presents a generic decomposition of productivity change, isolating the separate contributions of elements productivity change which is one of the components contributing to total factor productivity change. This is a non-parameter method with multiple inputs and multiple outputs. The example analysis shows that it is affective in evaluating the elements productivity and promoting the total factor productivity correspondingly.Lastly, the model which was presented in this dissertation was used to evaluate the element productivity change of electronic industries 1997-2006. Results show that element productivity was not promoted during the last 10 years, especially the Capital Productivity Efficiency change and usual labor productivity efficiency change.
