Western Less Developed Areas Of Urban Development

Small towns' development in the western underdeveloped areas is important to the west even to the coordinate development of regional economy. The development history is glorious, with bright characteristics; however, because of many factors such as natural condition, human resources, the construction fund, the management system, the development in these places lagged far behind that of small towns in eastern developed areas and has seriously affected the western economic development, social stability and the sustainable development strategy implementation. Therefore, how to deepen the development of small towns in the western underdeveloped areas has already become the important issue which urgently awaits us to realize the western society and economic development.This dissertation studied the small towns' development in the western underdeveloped areas. Synthetically using inductive and deductive methods, comparative analysis method, the qualitative analysis complemented with quantitative analysis method, it carried on systematic studies on the basic theory of small towns' development in the western underdeveloped areas, characteristics, problems and root of small towns development in the western underdeveloped areas, experiences to develop small towns from the eastern developed areas in China and from abroad as well as the target, principle, focus and countermeasures in the small towns' development in the western underdeveloped areas.This dissertation is divided into seven chapters. In the first chapter, Introduction, the study background, the significance, research methods, structure and the new points of the research are mainly introduced. The second chapter studies the basic theory of the small towns' development in the western underdeveloped areas, which elaborates the concept, characteristics and function of small towns, and the conditions, driving force and the necessity to develop small towns in the western underdeveloped areas. Chapter three is the research on the current situation, characteristics, problems of small towns' development in the western underdeveloped areas and root of the problems. This chapter begins with current situation of small towns' development in the western underdeveloped areas, and arrives at the essential features and the major problems to develop small towns in the western underdeveloped areas through the diagnosis analysis. From the aspect of resources, the fund, the talented person, the agrarian policy, the economic environment and the management system, the root that restrict development is then decomposed. Chapter four summarizes the experiences from small towns of the overseas and eastern areas of our country. Through the analysis, the developed countries had many lessons to introspect, the developing nations approached the reality to the development, the underdeveloped small towns in the western areas could not imitate the coastal pattern blindly, but should act according to their own features, adopt proper strategy to develop the underdeveloped small towns in the western areas. The fifth chapter analyzes the principle and the direction for the development of the underdeveloped small towns in the western areas. It states that we must adhere to such principles as highlighting individual character, sustainable development, economies of scale and people oriented to put the formation of the pluralistic modes of developing western small towns, the support of the main vehicular line to develop central towns of growth potential, and the support of central city to develop small towns of the urban agglomeration as strategic focus.Chapter six studies the countermeasure choice and the system innovation of the underdeveloped small towns in the western areas. In order to accelerate the development of small towns in the western underdeveloped areas, from the aspect of countermeasure, the author believes that we must first deeply understand the major policy and strategic intent of developing small towns by the central government; second, scientifically work out town system plan and town development plan; third, promote reasonable flow of people and further improvement of the quality of people; fourth, guide township enterprises to locate in towns; fifth, strive to develop private economy; sixth, develop environment economy with resource conditions in the key towns; seventh, develop port towns in the west directed domestically and abroad. From the aspect of system innovation, we must first accelerate adjustment process of administrative division in the western underdeveloped areas; second, fasten the pace of residence registration innovation; third, speed up administrative restructuring, fourth, accelerate fiscal system innovation; fifth, step up social security system in small towns. Chapter seven involves conclusion and some issues for further study.In this dissertation, the innovation is in the following areas: First, a relatively new perspective. The development of small towns is still very prominent, but the theoretical study of this problem is not in place, especially for less developed western region of small cities and towns, the study on this issue from the level of doctoral thesis in almost a blank in particular. Second, the paper has constructed the analytical framework: "less-developed western region of small cities and towns→the current situation and characteristics of the development→the problem of the development→the root of the problem→learning from the development of small towns along the east coast and abroad→The basic principles and strategic focus→ countermeasures of the promotion and system innovation". Third, a relatively new opinion. Based on the less-developed small towns in western areas, the thesis comprehensively analyzed and summarized the present situation, features and problems of development. Combination with the experience and lessons from the small towns of overseas and in the coastal intensive areas, the thesis concluded the principle, direction, countermeasure and system. Fourth, applied research is more prominent. Although the thesis set up the foundation on the general theory about the small towns development, in the course of the study, it explored the deep-seated reasons from the history and reality of constraints in the less-developed small towns in the western areas and searched the path to continuously development.
