The rational construction and development of transportation and logistics infrastructures have very important influence on the development of social and economic of country or region.The construction of transportation and logistics infrastructures always need much non-renewable resource and let out many pollution, which could destroy the sustainable of resource supply and quality of zoology. The contradictions in the construction and development were paid close attention to by the government. In the new phase of the development in Chinese economic, we should put the sustainable development of society and economic on a important place, including the transportation and logistics infrastructures.This paper deeply analysis the connotation of the transportation and logistics infrastructures construction based on the regional sustainable development at first. The concept and characteristic of the transportation and logistics infrastructures are represent, and the implication of the sustainable development and the economic sustainable development are introduced too. Then the necessity of the sustainable development in transportation and logistics infrastructures construction are proposed. The problems in the sustainable development in transportation and logistics infrastructures construction in our country are discussed at last.There exist an intimate interactional relation between regional economic development and transportation and logistics infrastructures construction, which has been proved by many theoretical investigations and practical development. The coordination development between regional economic and regional transportation and logistics infrastructures, is the objective require of regional economic development. Only we know the mutual impaction rule and determine the strategic object and principles, and guide to plan and construct scientifically the transportation and logistics infrastructures, so we could realize the coordination development. In the paper we determine the interactional relation between regional economic development and transportation and logistics infrastructures construction are mutually promote and mutually restrict, and proposed theoretical guide and new idea to slove the problems in the regions and sustainable development in transportation and logistics infrastructures construction.There always exist regional competition in the transportation and logistics infrastructures construction. From the point view of invalidation of competition, the paper analysis the government competition problem in the transportation and logistics infrastructures construction. Based on the analysis on the market partition and the overdo competition and the game theory, we point out the cooperation between the governments all in the competition is the essential method for the avoiding disutility of competition. And some countermeasures in principle are presented in the last. From the view of macroscopical control, some feasible measures and suggests are proposed in order to elimate or decrease the disutility.The configuration of the transportation and logistics infrastructure network is the foundation of the sustainable development of regional economic. The optimal design problem of the transportation and logistics infrastructure network is analysised in the paper. Based on the sustainable development theory, to minimize the total investment and the gas pollution of cars, take into account the land-use restriction and degree of loading restriction of road, combined the traffic equilibrium assignment model, a bi-level programming model of road network design which considering the sustainable development is proposed. A solution method based on the simulated annealing algorithm and a path-based gradient project method is developed. An numberical example is used to proved the model. This method could use to slove the road network design problem in practical scale, so it could propose the scientific decision references for the road network design problem with regional sustainable development, and it also further expand the theory of transportation network design.For the problem of the sustainable development level of transportation and logistics infrastructures that servicing the regional economic, the paper established a evaluation index system based on system engineering principle. And combining with Analytical Hierarchy Process(AHP) method and grey theory, a multilevel grey comprehensive evaluation model was proposed. Application denoted that this method can make more efficiency use of index information, the comprehensive evaluated result not only described the sustainable development level, but also can make comparison in different evaluation objects.
