The Study On The Petrochemical Park Development Model Based On Circular Economy

The study on the circular economy of the petrochemical park is extremely concerned by society. After finishing the research on the circular economy of Jilin Petrochemical Park, this paper took circular economy as theoretical basis; adopted natural sciences and systematic theory as guide; used the development model of the petrochemical park as main target; conducted theoretical study and deeper analysis with practice and put forward a mating-type spiral model. Further discussions are as follows:1. This paper built an open system using petrochemical park as the core, and proposed three basic properties of the circular economy. Petrochemical park system could be divided into "internal, itself, external" three levels, and each level focused on different development. Based on the open, interactive and selective characteristics of circular economy, making the three levels uniform and causing the petrochemical park system gradually possessed the characteristics of dissipative system, which determined the overall development model of the petrochemical park.2. This paper analyzed the developing core and the acting mechanism of the enterprises based on the circular economy in the petrochemical park. The developing core of the internal enterprise in the petrochemical park relied on the development of clean production, green chemistry and establishing technical system suit for energy and resource intensive. On this base, spill-over effects, diffusion effects, penetration effects and growth pole were generated. Then through the transmission of green knowledge, carrying out benchmarking for petrochemical enterprises provided impetus to the development of circular economy.3. This paper analyzed the developing core and mechanism of action of the petrochemical park itself based on the circular economy. The petrochemical park itself is the main carrier reflecting three basic properties of the circular economy. Agglomeration effect reflected the openness; the design of the chain model reflected interaction and the control of coupling and selective power can reflect selectivity. Through professional gathering and designing of chain, the petrochemical park improved the selective power, reduced the coupling and formed the spiral trajectory from low-level to high-level.4. This paper analyzed the developing core and mechanism of action of the petrochemical park external system based on the circular economy. Ecological environment, social and market composed the external system of petrochemical park. The ecological environment is the first wealth; petrochemical enterprises are social citizens and the market mechanism is the basis of efficiency. External development of the petrochemical park is to focus on the borders of threshold, drawing negative entropy flow from the external continuously, and implementing the system initiative transition in accordance with the theory of dissipative under the target of controlling the ecological factors, the environment entropy production and social entropy production.5. This paper built a mating-type spiral model based on the circular economy of the petrochemical park and carried out empirical analysis. Based on defining the object of study, analysis of movement mechanism and determining the boundary, this paper analyzed the meshing effect, spiral energy and selective power in the total development model of the petrochemical complex and built a mating-type spiral model based on the circular economy of the petrochemical park. Through the study on the circular economy of Jilin Petrochemical Park and the analysis on the Songhua River water pollution incident, the theory and model above is verified.
