| The problem of environmental pollution and resources has become a major problem nowadays, low-carbon economy, green environmental protection has become a way of sustainable development of people to choose. Circular economy park is one of the important means to reduce industrial environmental pollution to achieve sustainable development. Petrochemical Industrial Circular Economy Park is a special place for chemical production. Most of products in the Park are the inflammable and explosive dangerous goods. There are many risks in the process of production and transportation, It will cause very serious consequences without effective risk management. Therefore, the petrochemical industrial recycling economy park not only shoulder the responsibility of protecting the environment and saving resources, but also faces many risks. Based on it, the paper took the construction project of CC Petrochemical Industrial Recycling Economy Park as the research object and studied the risk management.Firstly, the paper combed the research status of home and abroad and pointed out the limitations The basic methods of risk management, risk management, risk assessment and risk aversion are summarized, and the risk management characteristics of the petrochemical industrial park project are analyzed. It also introduced CC Petrochemical Industrial Park recycling economy construction project general situation. It also identified the project risk and the recognition results for the project included environmental risk, financial risk, technology risk and the construction risk. Due to the project is the circular economy park, this paper focused on environmental risk identification and determined environmental risk source, risk carrier and the risk factors. It established risk evaluation index system which has four first order index and eleven second level indicators according to the results of identification and index system construction rules. The paper applied AHP to determine the weight of each index and fiazzy comprehensive evaluation method to determine the risk level of the project construction. The conclusion is the project risk level is intermediate. On this basis, it proposed countermeasure from the four aspects of environmental risk, financial risk, technology risk and construction risk respectively to deal with the risk of project construction. The purpose of the paper is to provide a theoretical support and decision-making basis for the similar project risk management. The innovation of this paper is to identify risks of CC Petrochemical Industrial Recycling Economy Park from the perspective of circular economy, established the evaluation index system of the project, to identify the risk, evaluate the degree of risk and according to the evaluation results, the paper put forward corresponding measures. |
