Along with the high-speed development of our national economy, the demand of expressway is increasingly vigorous. We need multi-channel and multi-direction financing and the expressway development also requires diversified investment because of the lack of government investment. Diversified investment of expressway construction makes much astonishing achievement, but at the same time it makes the expressway management decentralizing. "One way for one company" or "one section for one company" becomes the main operation mode. Each company is an integral organization, which occupies massive resources. It causes the inadequatation of resource utilization and the high operational costs, which makes the low efficiency of asset utilization and the management. For those more developed regions, the expressway project is more attracting because of the good returns. But for those underdeveloped areas, the investment returns of the highway projects are poor and the raising funds for construction are difficult, which is not good for the coordinated development of the expressway and the fair of the transportation. Therefore, it is urgent to study the expressway management integration based on the diversified investment and to make great efforts to construct the scientific and reasonable expressway management system and operational mechanism, which meets the requirement of the socialistic market economy system.The paper analyses the present situation and existent questions of domestic expressway construction and management, discusses the concept and connotation of expressway management integration, researches the necessity and theory basis of expressway management integration based on expressway diversified investment, as well as studies the way and measurement of expressway management integration. Main innovative achievements of the paper are shown as follows:(1) Studying the mode of expressway construction and management based on expressway diversified investment. The paper analyses several existing patterns and characteristics of expressway construction and management, builds the model of expressway construction and management mode selection and discusses its adaptability. It elaborates the advantages and interest-related subjects of the mode of expressway construction project agent constructing system management, building the dominant incentive mechanism principal-agent model and implicit incentive mechanism prestige model of expressway agent construction system management; using the information asymmetry theory, and analyzing the mechanism of exogenous variables affecting agent behavior and its restriction mechanism with the result of agent behavior standardization and being in keeping with trustee's wish; implicit incentive mechanism prestige model promotes the agent to set up good prestige and cooperate with trustee fully for long-term interest.(2) Studying the mode of expressway network charge distribution based on diversified investment. The paper analyses the mode of expressway network charge distribution and existing questions, in view of the questions that go against regional highway network coordinated development, puts forward new theory and method of expressway network charge distribution; making use of game theory, constructing the model of expressway network charge distribution which has breakage risk and multi-people bid in turn, and analyzing characteristics of the model and advertent questions in application. This model can settle problems such as factors including competition, environment and random cause the breakdown of negotiation, factors involving bid cause the deadlock of negotiation and so on, which is propitious to meet the requirements of all participants, reach an agreement quickly and helpful in promoting regional expressway network coordinated development.(3) Studying the mode of expressway maintenance management based on diversified investment. The traditional "pipeline'* maintenance mode no longer adapts to the "surface" maintenance mode under the condition that expressway forms into a network, so the layout of expressway network maintenance station needs to be optimized. The paper analyses influencing factors of expressway network maintenance station layout and site selection, using combination optimization theory, constructs CFLP layout model of expressway network maintenance station based on time series and life cycle cost, which overcomes the weakness that traditional CFLP method determines the expressway network maintenance station layout only depended on experience without considering the operation cost.
