Study On The Development Of Agricultural Product Processing By Fiscal Support In China

Developing Agricultural Products Processing Industry(APPI) is the strategic focus of promoting agriculture and rural economic restructuring, is the only way to achieve the docking of small-scale agricultural production and modernization large-scale production, is the strategic initiatives to overcome the difficulties of selling agricultural products, improving agricultural efficiency and increasing peasants' income. As a result, vigorously developing APPI is of great significance for the establishment of The New Countryside and modern agriculture. APPI is born with the features of "disadvantaged groups" in China's economy, and at the same time is faced with challenges from outside China, so traditional agricultural financial policies can no longer meet the demands of the new situations in a new stage of agricultural development. Financial policies for supporting agriculture are facing new choices, so there is an urgent need for policy transformation. The gap between the development at home and abroad shows that APPI has a lot of dromotropic effects on increasing fanners' income and promoting agricultural and rural economic development. Experience of the past has proved that APPI has irreplaceable capabilities and functions in the industry mechanisms. "Supporting the agricultural product processing is supporting agriculture, supporting APPI is supporting farmers." Therefore, there is an urgent need to vigorously support the development of the agricultural product processing industry at the cost of different resources. Under the guidance of Public Finance Theory, we explore ways to financially support the APPI in order to obtain the expected effect of financial support and policy effects.The introduction is in the first chapter. In this chapter, I mainly clarify the meaning, purpose, research and research methods, and summarize and comment on the current related domestic and foreign research results. In Chapter II, I mainly define the range of development of APPI, and frame in the basis of the theory of financial support for APPI. From those aspects such as the public finance; financial support for agriculture; characteristics, the functions and the current development of APPI; the problems, the challenges and opportunities of agricultural product processing industry to financial strength of China, I explore the reasons for financial support for APPI. The third chapter is devoted to introduce the achievements of APPI in China, problems (development potential) and the trend of policy support. I mainly clarify the positive roles that government support plays and the major problems during the process of the development of APPI in China. Chapters IV and V, practical applications of APPI at home and abroad are introduced. Practices at home and abroad show that the level of development of APPI in developed countries is closely connected with government support. And developing countries are of no exception for that. National and local governments have attached great importance to agricultural products processing and APPI and have done a lot of practical work in terms of APPI, during which a lot of valuable experience is gathered. Chapter VI mainly analyzes the purposes and principles of such supports. Chapter VII, including in the element of the goals of government support, tries to build a financial support system of promoting the development of APPI. As a result, a conclusion can be drawn that the ways of government support are not isolated from each other, but they are an organic whole of interaction. Chapter VIII selects the analytic methods and modes of expected effects. With regard to the effect analysis of financial support for APPI, we demonstrate with a case study, based on such a clue: Policy Evaluation (performance evaluation methods)—theoretical analysis of the adaptability. Analysis of the adaptability is carried out in four aspects, the WTO agreement, increasing the farmers' income, rural industrial development and rural economic development. We have come to a conclusion that, the development of China's APPI has visible active influences on promoting the increase of fanners' per capita income and net income, promoting the growth of industrial output value in rural areas, and promoting the growth of GDP in rural areas. Case studies in this paper respectively select cases from the national level and the level of Hunan Province for performance analysis. The last part of this paper (Chapter IX) are the conclusions and policy recommendations. It summarizes the full text, restates major research results and makes policy recommendations to government support behavior in the process of the development of APPI in China.
