China Port Privatization Motives, Objectives And Mode Choice

In 1970s, from the first port privatization practice appeared in UK, it diffuse quickly in the worldwide. But there's obvious difference on the port privatization practice and theory research at home and aboard.The focus of this article is to find out the initiatives triggering and pushing the process of Chinese port privatization, the objectives pursued by port privatization and the model selection to achieve the goals. Based on the research framework of institutional change theory, first to seek after the generation of port privatization institution's demand by analyzing the Chinese port privatization's internal and external initiatives, and then analyze the different port privatization's institutional arrangement, that's the constitution of port privatization's multivariate model and the characteristics of them, following that, from the angle of institutional supply, to seek the interest subjects in institution arranging , their bargaining power's source and relative change, research the factors influencing the different interest subjects'model selecting, then based on the above all, put forward the general analyzing framework of Chinese port privatization model selecting. To resolve the problem that it's difficult for local government to raise the construction and maintenance capital after localization reform, combined with the future trend of port management model development, analyze the selection of landlord port's privatization model. At last, using case analyzing method, questionnaire method and World bank' PPI data to verify the theoretical viewpoints.
