The Study On The Thought Of The Chinese Urban Governance Since The Founding Of The New China

This paper systematically analyzed and investigated the evolution of the thought of urban management since the founding of the PRC, under the framework of the interaction between the Urban-rural relations and urban management, which used the thought of urban management as the research object, the theory of the Urban-rural relations as the perspective entry point. It has illuminated the interactive relationship between the Urban-rural relations and urban management, guided by Marxist principles, mentally used the ways of the integration of historical and comparative research, normal and experience research. The paper utilized the urban management of China in our modern times as the starting point, extended upward to the relationship in some fields of the history development of Urban-rural relations, and expanded downward to the different types of urban governance in various countries in contemporary times, in general forms the theoretical framework about the mode of the Urban-rural relations and urban governance. Under this framework, compared several modes of the main market economy countries and also analyzed the sources of the urban governance and the overall balancing and coordination of Urban-rural relations as well as the consummation of urban governance. As a whole, the article analyzed through the consequence of the evolution of urban governance since the founding of the PRC.Urban-rural relation is the basic relationship in our country. How to harmonize its relationship is related to the basic strategic choice of economic and social development. The explanation of the theoretical perspective of Urban-rural relation is the foundation of analyzing the modes of urban management. Under the framework of interactive relationship between the Urban-rural relation and urban management, we divided the evolution of the thought of urban management into three stages: before the opening up to the outside world reform, in the entire process, from the third Plenary Session of the 16th Congress of Communist Party of China to now. The paper analyzed the rules and features of the evolution of Urban-rural relation in each stage, and the influence which is brought by the urban management. It is pointed out that the core of urban management is the government management. Under the condition of globalization, urban management should have the global consciousness. With the advent of the new century, with the deepening of the opening up to the outside world reform, with the influence of globalization, the paper analyzed the mode of urban management in aboard and reference significance and inspiration to our country. With the thorough understanding of Urban-rural relation, the third Plenary Session of the 16th National Congress of Communist Party of China has put forward the decision of"five balance to harmonious development", Urban-rural relation stepped into a new stage. It analyzed the deficit of the mode of urban management with isomorphism state of urban-- rural relation, under the background of the co-governance of Urban-rural, pointed out that balancing development of Urban-rural relation provides the prerequisite to the innovation of the mode of urban management. At the same time, the paper explained and analyzed the co-governance of Urban-rural, established long-effective mechanism in order to form the mode"industry promotes agriculture, urban area elevates rural area"and the new pattern of the integration of economic and social development of Urban-rural. It is the pattern that braked the dual structure of urban-rural, accelerated the development of agriculture and rural, and promoted the prosperity of the urban and rural areas. Based the exposition above, we proposed the innovation strategies of government management, under the framework of the interactive relationship between the Urban-rural relations and urban governance, study on the theoretical and practical investigation on the innovation strategies of government management. As far as the author concerned, as a kind of system innovation, government management should have new concepts, must conduct the organizational restructuring, handle properly the competition and cooperation relationship among cities, and promote the regionalization development of different cities.The article maintains that the relationship between urban-rural relations and urban management is a kind of interaction, the evolution rules of China's urban management ideology is mainly as follows:Urban-rural relation is the basic relationship in our country. How to harmonize its relationship is related to the basic strategic choice of economic and social development. The evolution track of China's urban-rural relations is: in the period 1949-1957, the relationship showed an open state; in 1958-1978 , from open to closed;1978-2003,loose;2003-now ,it has established a new urban-rural relations. From which we can find out the evolution rules and characteristics --from urban-rural dual structure to specific integrated and then to coordinated development ,and the resulting impact on urban management. Second, one of the views among lots of summarize and understanding about the past 20th century is that: the 20th century is the management century, it is the time that we truly attaches importance to the management in China is after reform and opening up. So, on this point, from the founding of PRC to the reform and opening up, we had experienced a process that from focus on production but neglect management to focus on urban management. With the arise of the governance theory, urban management has developed to urban governance. Urban management philosophy, management subject and management methods have undergone great changes. It is pointed out that the core of urban management is the government management. Under the condition of globalization, urban management should have the global consciousness.With the advent of the new century, with the deepening of the opening up to the outside world reform, with the influence of globalization, the changing rule of China's urban management ideology is from the impact of traditional Chinese culture to learn from the foreign and urban management's thinking and practice, in order to make the contemporary urban management thinking not only base on Chinese practice, hold our Chinese characteristics but also absorb advanced or success foreign experience, so that China's urban management can have both Chinese and Western ideas of the ancient and modern characteristics.Fourth, to analyze the development history of urban management thinking is to recognize the development rule of urban management and sum up the lessons so as to service today's urban management. Thus today's urban management should draw on urban management experiences of the ancient and modern times, base on reality and look to the future. Therefore there should be have new innovations in China's urban management. Innovation is the soul of a nation and a state. So urban management also requires innovation. We proposed the innovation strategies of government management, under the framework of the interactive relationship between the Urban-rural relations and urban governance, study on the theoretical and practical investigation on the innovation strategies of government management. As far as the author concerned, as a kind of system innovation, government management should have new concepts, must conduct the organizational restructuring, handle properly the competition and cooperation relationship among cities, and promote the regionalization development of different cities.In China, the economic system has transferred from planned-economy to market-economy, capital, land, labor and other factors of production have been regrouped and mobility. However, the planned economic management model is still dominating urban management. At the same time, urban development is facing a series of new situations and new issues: capital, labor, technology flow to minor economical-developed areas ,which further expanded regional differences; redundant construction has caused a great waste of resources; distribution and welfare policies lag behind, social polarization and the new impoverishment phenomenon have generated, and so on. As the impact of the dual urban-rural structure, we always think about the problems from city or village respectively, and always solve the problems only by simply strengthening the government administration. Secondly, compare with the basis of urban development of Western countries, China's urban development based on three distinct platforms: the socialist market economic system, 5000 years of Chinese tradition culture (centralized, Confucianism, weak civil society) and a long-term and strong administrative hierarchy. The differences between urban and rural community is widening and the efficiency of .urban management is low.Facing the present social and the reality of our country, the urban management should be have the structural transform, take the way of the balance to harmonious development. At the same time, the government need to be a coordinator, to maneuver other organizations especially the NGO, enterprise and individuals work collaboratively, it is particularly want to enforce the intensity of the urban management. We should keep the new ides of urban governance, according to constructing the harmonious urban-rural social, innovate the new mode of urban management, promote the development of urban management, therefore, that to realize the legalization, humanism, ecology, informatization of the urban management.
