Study On Soft Environment System Of Independent Innovation

Nowadays, scientific technology has got fast development and the competition between different nations has more and more been embodied in the independent innovation which regards the scientific progress as the core. Our country has entered the historical stage which must depend on independent innovations and scientific progress to promote the economic and social development .The operation of independent innovation system depends on the objective ambient condition, that is the innovation environment. The innovation environment restricts the speed and the scale of independent innovation directly or indirectly. As the important part of innovation environment, the soft environment is corresponds with the hard environment and may be deemed as the sum of non-material environment factors which changes with the artificial factors. In the era of knowledge economy, the soft environment is becoming a more essential environment factor which influences the independent innovation of enterprise, Constructing a good soft environment has become the important action for government to promote of the enterprise.The soft environment of independent innovation is a complicated social system. Firstly, on the basis of summarizing the development present status of our nation's soft environment, analyzing its problem and discussing the theory of independent innovation, this paper researched the system, environment and the motivity of independent innovation.Secondly, the paper researched the relationship among the meaning, character and constituent of soft environment and built its systemic analysis frame. Thirdly, the paper researched the function, actional and operational mechanism of soft environment and analyzed its action mode and influence extent to innovation main body. At the same time, the paper also researched the four parts of soft environment system, such as institution environment, policy environment, market environment and social culture environment. Finally, on the basis of above researches ,the paper constructed the evaluation system of soft environment and the evaluation model of FAHP. Finally, put forward the countermeasures to optimize our nation's soft environment of independent innovation.This paper have developed our nation independent innovation and the related domain fundamental research theoretically,and put forward the systemic and operational countermeasure to optimizes our country soft environment of independent innovation.
