The Chinese Government Transfer Payments To The Balanced Game Analysis

Since our country region is vast , the unbalanced economic and social development between areas become one kind of constant state. This has direct impact to the balance of fiscal capability between areas, also produce an effect on the adjustment effect and future target to our country fiscal transfer payment. On the basis of the performance of in our fiscal capability, this article makes an inspection for the performance of the equalization in our country by probing the horizontal and vertical aspects.The fiscal horizontal and vertical balances are the organic constituents of fiscal effects for fiscal transfer in our country. After our distribution system reform, the fiscal transfer between governments had related to the horizontal and vertical balances. At the same time, it had faced conflict on the realizations of the horizontal and vertical balances. So, we must judge the fiscal transfer balance. This paper study the effects of the fiscal transfer balance after distribution system reform.In this paper, the Stackelberg game model is applied to the analysis of the finance horizontal and vertical balances between governments. On the basis of the theory studies, the horizontal and vertical balances distributions model between central government and local government has be built, which points out a distributions results both related to stimulation and to restrain mechanism. Finally this paper gives out analytical formula about standard income and standard payment, further studying the measurement and calculating. In the building of the model and theory expression, the article use game model as analysis method.On the basis of game model, this paper analyses the effects of fiscal transfer equalization by demonstrational method. We also made a primitive study on the degree of fiscal transfer between areas by demonstrational verify. In addition, this paper made an analysis of imperfect information of the fiscal transfer between governments. Finally through discussing the special subjects of fiscal transfer, this paper points out some suggests to reinforce of the fiscal transfer systems of our country.The author wants to achieves some academic innovation: to build our intergovernmental fiscal transfer model fitting our country by the Stackelberg game methods, to give a functional expression of determining transfer payment total, to analyses the effects of fiscal transfer equalization by demonstrational method.
