Agriculture infrastructure is basic condition for farmers'living and agriculture development. What it provides is not only the prerequisite for rural life, but also the basis for agricultural economy running. The government monopolistic management restricts the agriculture infrastructure development. Insufficient agriculture infrastructure, inefficient and unsafe operation due to low investment and maintenance are the major problems. The research on the subject has both theoretical value and realistic significance.Based on public goods theory and project management theory, under background of the building a new socialist countryside, starting from our agricultural infrastructure project management status, and on the basis of foreign agricultural infrastructure construction project management experience and practices, the dissertation analyzes the mechanism, model and path of the agricultural infrastructure project management completely and systematically on the logical process of investing and financing management, construction management, operation management and supervision management by using the methods of combination of empirical analysis and normative analysis, qualitative and quantitative analysis, case analysis and the integrated use of economics, management theory. According to the logic and structure, the dissertation is composed of 9 chapters.Chapter 1: Introduction. The chapter describes the research background and significance of this study, as well as the content, methods and innovation.Chapter 2: The theoretical framework of agricultural infrastructure project management. The chapter defines the content, type and characteristics of the infrastructure, agricultural infrastructure and projects of the agricultural infrastructure projects and the specialty of agricultural infrastructure. And in the chapter the author constructs the theoretical framework of agricultural infrastructure project management on the basis of public goods theory and project management theory.Chapter3: Analysis on the status and difficulties of agricultural infrastructure project management and its system building. This chapter analyzes and concludes the status and problems of Chinese agricultural infrastructure investment and financing management process management, construction management and operations management by using the methods of qualitative and quantitative analysis. The author further analyzes the influencing factors on Chinese agricultural infrastructure project management in order to provide theoretical and practical basis for the design of Chinese agricultural infrastructure project objectives and research content. Based on the above, the author constructs the content and system of agricultural infrastructure project management.Chapter 4: The investment and financing management of agricultural infrastructure projects. At first this chapter analyzes the reform process of agricultural infrastructure projects investment management system. Then it analyzes different investment efficiency for different investors by using grey relational model. The result is: farmers'fixed investment> fiscal expenditure on agricultural infrastructure> agriculture loan> rural fixed asset investment.Meanwhile it uses npmf model to position the different investors( The conclusion is: 0≤npmf≤0.33expresses low marketization, the investor is government; 0. 33≤npmf≤0.66expresses middle marketization, the main investor is government assisted by enterprises and farmers; 0. 66≤npmf≤1 expresses high marketization, the investors are enterprises and farmers.). It also designs financing models for agricultural infrastructure project, such as"the financing model from the professional bank of agricultural infrastructure","the developers indirect financing model","the agricultural industry funds model", PPP and BOT models. At last it selects two models, such as BOT and PPP financing model.Chapter 5: The construction management of agricultural infrastructure projects. At first this chapter analyzes the evolution of the agricultural infrastructure construction and management system. Then this chapter makes empirical analysis on performance of agricultural infrastructure construction using the"Financial support project for agriculture in Shaanxi Province"as a case, in order to find the difficulties and its reasons. And finally it builds the agricultural infrastructure construction project management system at the core of organizational changes (to establish the agricultural infrastructure management committee as national management organization, two other organizations under it is responsible for operational and unoperational assets. The local organization manages daily affairs.) and"Engineering Center"management mode, and puts forward the path to achieve"Engineering Center"management mode. At last it selects the project of American Tennessee Valley as a case.Chapter 6: The operational management of agricultural infrastructure projects. At first this chapter makes an analysis on the efficiency of Chinese agricultural infrastructure operation model .Then it constructs an operation mechanism that is concluded as follows:"introduction of the competition mechanism that allows multiple operators go into different areas, using operations which encourages the establishment of public-private partnerships, two different operators in the state of coexistence and mutual transformation, and finally transformation to mix operation".Finally it puts forward the path to achieve market-oriented agricultural infrastructure projects operation management. It also analyzes case of market-oriented operation and management practice in the small water conservancy projects in Hubei Province.Chapter 7: The supervision of agricultural infrastructure projects. This chapter firstly proposes the re-positioning of agricultural infrastructure project supervision and construction of made all-round, multi-level main monitoring system on the basis of definition of content of the agricultural infrastructure projects regulation. Then the chapter constructs full life-cycle supervision system. And it also designs supervision operation models for three different phases they are: investment decision-making phase, the construction phase and the operational phase. At last it establishes incentive and restraint mechanisms for the supervision apartment in order to prevent "rent-seeking" and"corruption".Chapter 8: The policies on agricultural infrastructure projects. This chapter focuses on guarantee measures against the problems occurring in financing management, construction management and operations management. The specific polices are: farmers'participation in the whole process, scientific and systematic management before project operation, investment and financing diversification, and direct financial allocation of funds.The final chapter is the conclusions. It makes some conclusions about the research and also put forward some new problem in the future study.
