With the further development of economic globalization, the constant improvement of competition theory and the raising intensity of market competition, developing competitive intelligence competence(CIC), which takes promoting enterprises'competitiveness and aiding enterprises to obtain and maintain competitive advantages as its target and analysis and study of competition environment, competition adversaries and competition strategies as its task, is to become a mutual focus of attention among both theorists and practitioners. This thesis, combining theories and approaches of Management, Economics and Information Science, conducts a thorough and systematic research on the CIC in terms of its connotation, environmental factors, structural model, improvement mechanism, cultivation construction and competence evaluation.Guided by the theories of theories of competitive intelligence, enterprise capability, systems and complicated systems as and centering on the connotation of CIC, this thesis goes on along the following thread: definition and connotation of CIC—analysis of environmental factors—structuralmodel construction—competence improvement mechanism—competence cultivation—competence evaluation from theoretical dimension to practical dimension. The major contents of this thesis are as follows:(1) This thesis defines CIC from a brand new perspective on its connotation and analyzes it on its functions, competence improvement and benefits it will bring. CIC is regarded to be one of the comprehensive qualities and value embodiment. CIC is an important component of enterprise competence. It is an integrated ability of enterprises to process and utilize competition intelligence and an inevitable outcome of enterprises'intelligence competition. It has the features of being subjective, dynamic, valuable, measurable, accumulative and knowledgeable. CIC is the integrate feedback of operation of competition intelligence system while competition intelligence system is the foundation for CIC. The value of CIC is reflected in its function, enterprise competence increase and benefit achievements, the combination of which is one of the key index to measure enterprises'CIC.(2) This thesis fully analyzes the environmental factors for enterprises'CIC from the macroscopic, medium and microscopic respects. Macroscopic respect covers 5 kinds of environments, that is, environment for national information an information resource development, for competition intelligence education and human resources, for market competition, for national policies and laws and for social service to competition intelligence, totally five. Medium respect involves factors about the enterprise itself: its size and strength, its resources, its cultural environment, its organization structure and its rules and regulations. Microscopic factors include 5 aspects about competition intelligence: talents, infrastructures, organization structure and rules and regulations. Research on these factors provides ideas for cultivation and evaluation of enterprises'CIC.(3) This thesis constructs a structure model for CIC and its improvement mechanism. First of all, it proposes that the CIC is made up of competition intelligence handling ability, intelligence value realization ability and guarantee ability under guidance of enterprise resource basis theory and process management theory while elucidating that intelligence resource is the foundation and premise for the development and improvement of CIC. This thesis also constructs a hierarchical structure for CIC system and analyzes the components of the system. Secondly, directed by the complex adaptive system theory, this thesis conducts an analysis of the complexity of CIC system by pointing out sources for CIC improvement and further studying CIC improvement mechanism, and then puts forward a proposal that CIC improvement is originated from several effects of the system including environmental effect, scale effect, structure effect and self-adaptive learning effect. Thirdly, this thesis analyzes the CIC improvement mechanism including motive mechanism, study mechanism and administration & control mechanism. Lastly, it comes to a claim that CIC improvement is achieved by putting into full play the previous three mechanisms with the help of scale effect, structure scale, self-adaptive effect and environmental effect in order to promote enterprises'CIC by partly or fully improving or increasing their intelligence resource development ability, handling ability, value realization ability and guarantee ability.(4) This thesis proposes a cultivation model for enterprises'CIC based on research results of environmental factors, structural model and improvement mechanism. It is claimed in this thesis that enterprises'CIC should be cultivated in its competence increase environment and that the CIC need to take enterprise culture as a tap, construction and improvement of administration systems as an insurance, cultivation of learning organization as a carrier, structural optimization as auxiliary means, integrated system construction as a supporting tool, and talent optimization and social network establishment as a core. Detailed analysis is given with regard to the above ideas.(5) This thesis, on the basis of elaborating the contents, targets, meaning and evaluation principles in CIC and with reference to CIC structure model, constructs an evaluation system and revises it by consulting experts and determines the index weights by means of analytic hierarchy process. It then verifies the evaluation system with actual cases after concretely introducing the evaluation approaches.
