Logistics capability is the capability of providing logistics service by the principal part of the logistics suppliers. It is also the capability of planning, controlling and implementing in the process of achieving and creating clients' service value by the logistics enterprises, which deal in logistics operations and offer logistics service. And it is one integrated evaluation for equipment qualification of accomplishing related logistics activities and the level of management, it is represented in activities of transportation, storage, assembling and unassembling, distribution, packaging, circulating and machining, information processing and so on, acted by the principal part of the logistics producers. Logistics capability is becoming a hotspot and knottiness in the research field of logistics. It is also the key factor to the core competiveness of the enterprises. Regarding Chinese railway as the background, this paper studied the concept, characteristics and evaluation methods of railway logistics capability systemically.Based on the general research on logistic theory and logistics capability of home and aboard, combined with the practical of Chinese railway development, this paper illuminates the importance of research on railway logistic capability. After analyzing the concepts of logistics home and aboard, this paper illuminates four commonnesses of factors, which are displacement, the process node, objective and unification. Combined with the characters of trunk line, staple, environment protecting, speediness, network and so on, the paper separatly illuminates the concept, characters, classification of railway logistics, railway logistics park and railway capability. The sixteen factors of railway logistics capability, such as railway logistics basic integrated capability, railway logistics smoothy integrated capability and railway logistics information integrated capability and so on, is especially emphasized. This paper also interprets each kind of factor capability and puts forward the promot methods. Based on the thought of Capability Maturity Model for Software (CMM), combining the practical of Chinese railway, this paper puts forward the Railway Logistics Capability Maturity Model (RLCMM). The paper divides the RLCMM into separate levels of A, B, C, D, and E. After that, the paper defines the evaluation method of RLCMM and puts forward the RLCMM subjection architecture diagram and RLCMM grade optimization diagram. For more efficient to evaluate the railway logistics, after analyzing each evaluation method, A hybrid method which integrated nondimensional, principal components analysis, set-valued statistics, neutral network, maturity model of railway logistics capability was presented to obtain the railway logistics capability in the paper, following by a comprehensive evaluation of railway logistics capability, which included both qualitative and quantitative analysis.At last, to validate the feasibility of the integrated evaluation method, an example which is based on a certain railway administration in north China was given. The logistics capability of this railway administration was analyzed and evaluated. To improve railway capability of the railway administration from C1 to C3, after contrasting a few strategies and improving some measurement indexes, the result of the calculation showed that the expected result was achieved.
