As a kind of typical region, the state-owned forest area is one of China's key regions for sustainable development. The coordinated development of the area not only influences the sustainable usage of forest resource, also plays a vital role in the sustainable development of higher level regions as well as the whole country. Besides economic and social development research on such area is essential for the reform of the state-owned forest. From the point of view of coordinated regional development, this paper divides the state-owned forest area into three subsystems such as economy, society and environment, chooses state-owned forest area in Jilin Province as a typical region and assesses its all-round going.A quantitative comprehensive multi-index assessment method: analytical hierarchy process, linear weighted sum method and gray dynamic model, is applied to assess the coordinated development of state-owned forest area in Jilin Province within economic, social and environmental systems. The main contents are as follows. This paper firstly expounds the theoretical basis in detail and proposes hypothesis; and then establishes an evaluating index system for coordinated development of the state-owned forest area in Jilin Province; moreover, assesses the comprehensive development state of the Jilin's state-owned forest area, as well as each separate subsystem, the coordinated state within these subsystems, and the direction as well as degree of the impact factors; finally makes countermeasure and suggestion to promote coordinated development of state forest in Jilin Province.Main conclusions of this paper is as follows: 1) the economic and social development of the state-owned forest area in Jilin Province is still at a lower level, these two subsystems are out of phase, and technology and education fall behind lacking of professional technical personnel. However, it has favorable resource environmental advantage; 2) the integrated development level, coordinated degree and development level of each subsystem of state-owned forest area in Jilin Province are lower but up going; 3) Time evolution tendency is unbalanced within different micro regions on the comprehensive development level, coordinated degree and development state; 4)There is a tremendous difference between Yanbian forest district and Jilin forest industrial district in the comprehensive development level, coordinated degree and development state; 5) Spatial distribution pattern and characters of state-owned forest area's economic-social- environmental system coordination as well as coordinated development grade types are similar within Jilin; 6) The direction and degree of coordinated development impact factors for state-owned forest area are quite different, and beneficial factors are relatively few, mainly depending on the forest resource advantage. While the limiting factors are rather more and restrict the development of different micro-regions in JILIN's state-owned forest area with distinct degrees; 7) Coordinated development is the foundation for a steady economic and social development in state-owned forest area. Based on forest resource and forest ecological environment, this developing pattern is an ecological social-economic development. We should make better use of the advantage of resource edge of state-owned forest area in Jilin, adjust the industrial structure, improve technological education level, and strengthen infrastructure construction in order to promote the sustainable, coordinated and healthy development of the state-owned forest area in Jilin Province.
