With the changes of economy, politics, and social circumstances, traditional mode of production planning oriented towards stock appears weak in increasing the corporate profitability and competitive ability of steel enterprises, which provides steel enterprises with innovational opportunity for their Production planning management, forcing people to reconsider the current production planning management system from a new perspective. Based on the above-mentioned reason, this dissertation analyses the problems about research and application of production planning management in steel enterprises at home and abroad. Against the background of practice in production planning management of the Dongbei Special Steel Group Co. Ltd., it also researches the methodology and some specific techniques of the MTO-based integrated production planning management (MTO-IPM) by applying the idea about management of system and integration.First, the MTO-IPM method system was proposed by using the thought of innovation, system, integration and the power change. MTO-IPM model based on the ERP/MES/PCS three the layers structure and value chain was established. The concept, mission and characteristic of the MTO-IPM was elaborated and MTO-IPM integration design was studied.Aimed at the demand of unified estimating future steel material, ferroalloy etc. material dosage in steel enterprise, according to the order character and distributed database information, arrangingoutput trend topic star type model was set up based on much dimension modeling, solved by designing algorithms library based on RBF nerve network etc., which put forward an excellent LRBF (the line return to mix with the RBF nerve network) method, providing the technique assurance for the manager. The assessment indicator system of order importance which is both qualitative and quantitative was put forward to. The importance of orders was assessed by the method of policy-making of multiobjective-analysing based on Fuzzy Analytic Group Entropy Hierarchy Process, which therefore, has solved the problem of referencing grounds and arranging output-predicting of order-oriented production planning management strategically.Aimed at the management object optimization demand of unified managing resource and every part plant techniques, facility collectivity efficiency, group level production planning and key machine load algorithms were put forward based on knowledge mapping of many breed and little batch in order decomposing integration, insuring the MTO process fluency and proportion. In order to raise production veracity and pertinence, base carrying material model was built based on group level production planning. The enterprise adjusted the carrying material process in the production course through modifying material order, assorting with the supplying material plant and assistant supplying material plant. Base level production planning and solving method were put forward based on fractionizing group level production planning with the thought of breed and spec, resolving the lengthways integration and transverse cooperation problem of production planning management.In order to capture various production informations in time and monitor the whole production process, this dissertation developed a material-tracing technology based on process number and batch. Aimed at the efficiency improvement of MTO-based production, this dissertation established the CCR model and BCC model based on DEA, and analyzed the efficiency, scale income, redundancy of devotion-output and the sensitivity of each working unit. In the model, the input was set as working resources, and the output was set as qualified output. Productive plans difference was analyzed based on actual data of material-tracing, adopting decision tree C4.5 calculating ways to compute the attribute information increasing ratio of this dissertation designed, dividing the stylebook to produce decision tree on these grounds, gaining the rule knowledge of the MTO-based plan difference.Finally, to realize the engineer utilization of the researching fruit of the dissertation, this dissertation introduced the demand-analyzing, structure-planning, its application to enterprises and the effect it has achieved, etc., based on the integrated use of MTO-IPM method and information technique, together with the status of the production planning management demand of the case enterprise—Dongbei Special Steel Group Co. Ltd.
