With the development of urbanization process, urban traffic problems are more and more serious, such as traffic jam and urban ecology deterioration. Although various measures have been taken such territories as auto environmental protection and highway utilization, these problems will be deteriorated continuously because of the increasing traffic demand. How to match the development of traffic system with future environmental protection, health, safety and efficiency becomes the focus of people's concern. Consequently, green transportation comes into being. As a lower contamination, lower energy consumption and efficient transportation method, urban mass transit has become an indispensable part of urban traffic. Characterized by rapid speed, large volume, low pollution and high efficiency, urban mass transit can solve the contradiction between supply and demand of traffic in metropolis and megalopolis and effectively meet urban traffic demand. It will serve as an ideal green transportation tool in 21st century and an inevitable choice to realize the strategy of sustainable development. Therefore we are at a very important time of urban mass transit building at present. Although many scholars have done researches on urban mass transit network planning, there are few systematic researches on optimizing decision making for urban mass transit network planning, especially those researches under the guidance of green transportation theory. This paper systematically studied optimizing decision making theory and method for urban mass transit network planning from the perspective of green transportation, and made the following contributions:(1) This paper put forward the concept of optimizing decision making for urban mass transit network planning from the perspective of green transportation. And then from the perspective of green transportation and with the combination of the rapid Changsha mass transit network planning, it systematically studied the urban mass transit network planning and the meaning and structure system, impact factors, index system and the method of optimizing decision making theory .(2) This paper summarized the current situation of Multiple Objective Decision Making (MODM), and made a deep analysis on discrete MODM, continuous MODM, Group Decision and developing trend of its theory and method, and mainly elaborated on the basic concept and step of MODM and the mathematic description of Multiple Attributes Decision Making (MADM) as well. On the basis of above research, it puts forward the basic model of optimizing decision making for urban mass transit network planning.(3) On the basis of urban mass transit network planning and the related factors for optimizing decision making, this paper studied the relationship between urban mass transit and land utilization, the coordination between urban mass transit and environment, and constructively put forward some measures and suggestions on the coordination between urban mass transit, land utilization and environment in Changsha. City, the introduction of engineering environmental supervision mechanism in the midst of urban mass transit construction is one of them.(4) This paper also based on the comparative research of modern comprehensive assessment method which is fit for optimizing decision making for urban mass transit network planning at home and abroad. Firstly based on the introduction of five multiple objective decision making theory, the advantages and disadvantages of every method have been analyzed. Fuzzy Comprehensive Evaluation Method has been put forward through combination and amelioration. By combining GIS component software development and ADO data access technology, and using some of improved multiple objective decision making, this paper developed auxiliary system of optimizing decision making for urban mass transit network planning and did applied research on the optimization of urban mass transit network planning schedule in Changsha.
